888 Whoa. Control issues??? Yikes. I would strongly suggest you volunteer at a homeowners CC+R committee. Might channel some of that "let's ruin everyones moment, because laws aren't being obeyed" feelings you have.

This is an out-of-focus shot. Just because you've got a camera and saw something you thought was cute, doesn't mean the out-of-focus image you've presented is worth looking at. It hurts my eyes. I'm a professional photographer who's published and has work in juried shows. People pay for my photography skills and my eye. Learn some basics of technique and composition. Not every snap shot is worthy of sharing.
