Messing with a service dog is a penal code violation. If the DA wants to enforce, the perp could go to jail and / or pay restitution. When mine was attacked by another dog due to the owner's negligence the DA went after the owner and he had to pay back my dog's $6,000 vet bill and plead guilty to two criminal counts.

how do you lose a service dog? did it die? was it stolen? because if it "ran away" then it wasn't a properly trained service dog. while the state doesn't require documentation, certification, or identification, many so called "service dogs" don't in fact perform a necessary service for their owners. True service dogs are amazing, wonderful animals.
