I've been walking by that thing for 42 years and barely ever noticed it. Thanks for bringing it up, would love to hear more about it.

This structure is a smokehouse that was once part of the Campbell Ranch before it became the UCSB West campus. Note the openings at the top to let the smoke escape. There is a very large crack in the structure (not visible in this photo) which was caused by the 5.9 magnitude earthquake of August 13, 1978.
