you sure they have replaced both bridge railings? I read this to say that they finished one side, now are set to work on the other. But I don't drive it every day.

This makes no sense. The lanes they are describing have been closed for a couple months at least. In reality, it appears they are almost finished with the project and appear to be getting ready to repave the bridge and possibly open it up for both lanes in each direction. Who wrote this garbage?
