I wish they'd also work to improve public transportation to 24/7 service like other civilized communities. But I guess there's just too much money to be made off all the blood on the highway.

Oh please, 358p. Just because 23 doesn't have a plan, it's not a valid need??? Have you EVER had to rely on public transportation as your only option? Sure this isn't really the right thread for this, but it's incredibly naive to say that our public transportation system is anywhere even near adequate. We spend such a crazy amount of money on nitpicking for small violations, its absolutely insane. Instead of helping people, we're focused on catching every little thing wrong that they do...that's simply NOT a way to further society when it comes at the cost of cutting funding for other, more helpful programs.

I was the first commentator espousing public transportation. The majority of people would take a bus (or train) to their (often downtown) drinking place if they knew they would also be able to take said bus back when the bar closed.

The responsibility should be solely with the drinker. Don't drink and drive. And buses should run just to transport those who go to bars and drink? How profitable would that be?

Drunk driving as attempted murder would mean a sentence of 16 years to life. Absolutely brilliant. While you're at it, make driving while tired and driving while changing the radio at least a 25 year prison sentence. Life in prison for that would be a little harsh. Driving while elderly should be at least an infraction. Here's the deal: No matter how stiff the punishment, some people will keep doing it. Getting angrier and angrier at them yields diminishing returns. Public transportation is not a perfect fix either but it does, in conjunction with dui law enforcement and greater public awareness, reduce the number of dui related accidents. Better public transportation would yield many other benefits.

There is no excuse for driving under the influence, just selfish, incosiderate, irrresponsible individuals. Nothing "holier than thou" about it, just a baseline fact.

My guess is that the people that are not hard core alcoholics or idiots have already stopped drinking and driving. That's why out of 350 drivers in Lompoc NONE were arrested for DUI. The ones that are still drinking and driving have serious mental health problems or addictions that they cannot control, and all the enforcement that we can afford will not prevent them from driving. Maybe available treatment programs would help this situation, but maybe not. I doubt that jailing addicts is a helpful and cost effective way to solve this problem. You can make them install breathalyzer equipment on their cars but then they will borrow their friends' cars.

Our current DUI laws address a symptom, not a cause. To solve the problem, the cause must be addressed primarily, and the symptom secondarily. Government officials have a vested interest ($$$) in NOT solving the DUI problem. This is the only area of law enforcement that significantly increases the law enforcement budget. Solve the problem, lose the money.
