Call the City Police, maybe the non-emergency number, and they will contact Animal Control. In the City they are part of the Police Department. In the County they are part of the Public Health Department.

I am the OP. I am happy to report the dog is back home, having escaped thru an opening in the fence. I had a careful eye out on my afternoon walk with my little dog and saw him behind a fence a few blocks away. His owner was aware of his escape and is mending the fence now. (Your house remodel is looking great, btw, if you are reading here!)
All is well in the 'hood.

Thank-you OP. The offender is in the house until the fence can be secured. He actually leaped over the fence and cleared it by a foot, as witnessed by my son when calling him back home. We underestimated the amount of gazelle in his lineage. Comparing the size of your tiny little one with paws the size of a dime, to our not overly large but large enough muscular jumping dog, I would have been concerned too. My apologies for the inconvenience and the uneasy feelings that come with a dog at large. It is my hope that this fence fix will finally outsmart a very determined escape artist.

I agree, Greg. It is great to see people helping to solve a problem and not being snarky about it! Way to go to the two neighbors! I wish more people would behave this way. We'd all be happier.
