Ummm, did you miss that he had outstanding warrants for previous issues with breaking the law...?

Right, thats how it works. You break the law, they issue a warrant for your arrest, when you are found you are arrested. It seems he has a criminal history but until everyone gets life for their first criminal offense some people will break the law twice. If they arrested him for these robberies, then let him go, then said oops we need to arrest him again, that would be a failure.
