Hahahaha. Yes, OF COURSE they "are below!" It's a mid-week Halloween. The weekend parties are the ones that shake, rattle and roll all those kids right into the hoosegow. Party on, I.V. buff boys and hotties. Nice weather for wearing those skimpy outfits.

As opposed to simply being... enforced? Sounds like bad parenting... ok kids, THIS time I mean it! Personally, I wish they'd put up a sign for the times when they aren't feeling like enforcing the law, so I know I've got some wiggle room.

You know its Halloween when Caltrans bring out their big orange pumpkin lookin' signs to make a seasonal decree about enforcing laws they should be enforcing the other 364 days of the year. I love seasonality in Santa Barbara.

Yesterday (Sunday) at about 8:30 am I noticed bedraggled, costumed party stragglers slowly walking down Los Carneros towards Hollister looking tired and pretty much "partied-out." A real scene from "Walking Dead." LOL!
