It is an Ichneumonid wasp. It kills other insects in gruesome ways (cf. the movie Alien), and is harmless to humans. Many species kill pest insects, and are therefore beneficial. Look up "Ichneumonoidea" in Wikipedia.

Ichneum wasp, Genus Ophion, Perhaps this one is the Brown Lacewing, a preditory wasp that is known to eat aphids. Both adults and larvae eat the aphids, a natural pest control.

Plus: Brown lacewing looks NOTHING LIKE the wasp pictured here. Love those wasps (except when they kill spiders).
