This looks like the answer. It's a custom-built drone used by a NOAA scientist to study marine life: http://www.nmfs.noaa.gov/stories/2012/10/10_03_12wayne_p erryman.html (fix of a previously posted link)

024P - No, but that's the K-Max helicopter. Two offset meshed rotors rotating in opposite directions. Surprisingly quiet. The USMC uses an unpiloted drone version for resupply in Afghanistan.

4:50 p.m. on Thursday -- So, is the very thin red helicopter that just flew over E. Santa Barbara the same plane as in this picture?

@662- love, love, love your reasoning!!!! "Just the facts, ma'am". Wow! Okay, perhaps the post was a tad bit facetious; however, there are some people out there, myself included , that extrapolate all the given information in the attempt to ascertain a viable reasoning/understanding for the given query and provide a logical answer after all deductions have been made. I love it. Thank you for your post! In regards to the original post: looks like one of those stretchy, sticky things that I would give my kid to play with; the kind that you could run under water to make it tacky again.

That K-max (which this picture doesn't depict) which was dumping water on today's fire was remarkably quiet.

Where are the details... such as the exact time of day of the sighting? Any sound? If so, what was the sound like? Estimated velocity and direction of motion? Any changes in direction of motion? Any reflection of sunlight from object? Distance from viewer, estimated altitude? Duration of sighting? Direction of object relative to viewer? Angle of object relative to the horizontal? Any other aerial activity in the vicinity? Anyone who sees something in the sky they can't readily identify should make notes as per above.
