There are GPS tags that were initially designed to place on the shoes of children with autism. By the way, a study of missing people with dementia determined that most walk westward, in the direction of the setting sun.

They also make GPS shoes. You can track them on the computer. As long as they put their shoes on.

There are several alternatives, from a med ID bracelet to various alarm options. search dementia wander alarm. there are registration programs I think too, with local agencies/emergency. So glad she's found.

There currently are GPS transmitters that pets can wear, but nothing unobtrusive enough for a human to permanantly/involuntarily wear, as far as I know. Perhaps someday. I would love to invent that.

Why couldn't there be some sort of dog tags (like Army has) on a necklace for these older or mentally challenged people who wander off? I don't think having dementia-affected and other wanderers wear i.d./phone contact is unwarranted. Could save lives.
