We've been having power surges in the upper East near the mission all week. Lights (and fans) increase, then decrease, but the power stays on. Is this perhaps related to the outage in Goleta?

At the Fairview shopping center on Sunday at 11 ish there was a power failure. It was soon restored but many stores closed temporarily. What I heard was a car hit a power pole.
