So this occurred at the Housing Auths newest low-income/recent foster age out/recent homeless facility? Hopefully those putting on such parties and inviting in the low-lifes will be kicked out to make room for those who truly want to take advantage of this gift, work hard and turn their life around.

Actually, 973 is spot on. Unfortunately, a large number of people on various forms of welfare, including subsidized housing, couldn't care less about improving their lifestyle. A sad fact, but true.

Im with 973- and i was an advocate for Artisan court- but this is outrageous......the amount of federal, state and local dollars that pour into that place, and jobs created is staggering. Housing authority- wake up.

Nice! First the stabbing on the forth of July and now a rape. Artisan court seems like a failure to me. What could happen there next? Murder? I heard all of the copper down spouts installed at Artisan Court, because money's no object when the gov. spending it, were stollen for scrap metal. 100 k in copper gutters! Sounds like a good story for KEYT news.

That's the advantage of having HA housing in a commercial area such as Cota and the others intended or hoped for Haley. No neighbors to watch out on a regular basis and complain. We live near a HA unit and keep an eye on it. There's still trashing going on — you really don't want one of these in your neighborhood and why there's none near dense housing proponent Mickey Flacks on upper Garden Street! — but it's not too bad, occasional problems but not all the time.

Roger- i know what you mean, but gang rapes and murders are hard to hush up no matter what part of town. Artisan Court was supposed to assist the most vulnerable- transition aged foster youth among them. Perhaps The City Housing Authority should implement 24 hr security, at least for a while, to root out the troublemakers.

973 here. I don't know what's so controversial or "up the hill" about kicking out the low lifes. I didn't say shut it down but, yes, we should expect better for the probably 95% of people living there who are trying to better themselves.

How about not allowing drugs, alcohol, or weapons on the property. Is that a lot to ask for taxpayer subsidized housing?

323008: Are you volunteering to enforce those rules? Pretty difficult to outlaw alcohol in someone's residence, unless they are under a court order due to some alcohol-related incident. Hard to outlaw "weapons" - which could even include a kitchen knife, but not all guns are illegally possessed. Drugs? Sure, outlaw them. But, again, who is going to be the enforcement agency? The taxpayers complain about tax dollars putting people into a nice situation and then complain that not enough tax dollars are enforcing the existing laws, and the solution is supposed to be creating NEW restrictions? Just seems unenforceable, to me. I could be wrong, it's happened before.

Easy to enforce. First the HA makes it policy then these rules are written into the tenants leases. The property manager and good tenants keep their eyes open and rat out the trouble makers. Iv'e talked to people that live their and it sounds like it's becoming a real party complex. Sure was nice when there was a business operating from that location. Nice and quiet and providing jobs.

love the idea 322972, if this complex is taxpayer subsidized just like their salaries they shouldn't have any problem maximizing the resources, right?

What about the two that helped coax the victim and then stood by while this all took place? Seems like they could be charged as accomplices.
