271, you are incorrect. After arrest or citation, our local Probation Department processes all juvenile referrals and determines whether to counsel, close, put on informal probation, or refer to the District Attorney for filing in Juvenile Court. Referrals range from being out of parental control to homicide. The local probation dept is the clearing house for juvenile crime in California.

56P they get reported to probation AFTER they go through the court process - ie after they have been convicted of a crime. Hopefully the numbers are really down but I am sure not holding my breath.

Thats because the police dont report most of them anymore or refer them to probation, duh! Especially when its just small stuff like fighting and or of a personal nature.
