Call Animal Control and report the dog owners. Imagine going to the neighbors and telling them their little brat is misbehaving--they're more likely to assault you than deal with the problem. Dog people are a hundred thousand times worse, because many of them have psychological issues they're attempting to address by owning dogs.

@728 The Nun's beach area is named after a group of nuns who used to live there. Their house was destroyed in the "flood of '69". The lot sat empty for years till Kenny Loggins built the house presently there (he sold it long ago). It's the fourth house east of the Miramar.

Barking dogs can make bitter enemies of neighbors. Talk to them first. There used to be some sort of Mesa neighborhood group that held sway with certain council members. I think they only cared about big houses but give Allied Neighborhood Association and Mesa Homeowners Association a jingle. What really works is: Call the police and get at least two like-minded neighbors to call also otherwise action will be inconsequential. Repeat offenders get referred to the DA. FIne$$$, and possible confiscation of animal(s). And check with the assessors office on your property assessment. May be an opportunity to get it lowered.

I'm afraid I too think that leaving chairs out to "reserve" a place on a public street isn't okay. To me it's entitled behavior and somewhat arrogant. What about people who work long hours, have kiddies and who can't get down to reserve "their" spot? They have to search for a decent spot and kids are already at a disadvantage because of size. It also happens along the beachfront July 4 - you see folks putting out yellow tape around entire areas to "reserve" them for their groups. As someone said on an earlier thread, if you want to sleep overnight on the sidewalk, as they do for the Pasadena Rose Parade, that's fine, but don't hog empty spaces for hours. I'd actually support some kind of city ruling on this.

I think Park Rangers are valuable; however, I know volunteers who live in other parks and do keep an eye on things. It all comes down to getting what you pay for. If people want to keep low taxes (and they're low compared to other countries), we lose services. None of the "don't tax me!" folks will figure that out until the paramedics/firefighters/cops don't show up the minute they need them - then they'll complain about lack of service. Go figure.

Also check to see how many dogs the owner has - more than 3 is against the law in the county. I think you can call animal control and they can tell you how many dogs are registered at the address. If they are unlicensed then there are some hefty fines. 836 is also right. 818 & 820 - you are likely guilty of having barking mutts.

Dogs bark for a reason. Rarely just for the heck of it. Our neighbour's dog barked incessantly - more like a panicky shrieking hysteria - when his owner left the house. Later we found out he was shut in a small cage because the wife - an invalid - was scared of tripping over the poor thing. They left and now the son has the dog. He rarely barks and appears to enjoy a normal dog life with regular walks and exercise.

I am so sorry that your chairs were stolen; that is just crummy. Theft is not tolerable. Our family has been setting out chairs for Solstice and other parades since 1975. We've never had chairs stolen. It is part of our Santa Barbara local tradition and uniqueness. In spite of working, at least 1 family member has been able to setup. It actually makes me proud that as a community we can trust each other and rely on each other's goodness. That spirit is what sets us apart from L.A. where you would never leave out chairs. I hope the tradition and spirit behind setting up chairs lasts a very long time.

Call animal control ASAP. Irresponsible dog owners are usually very aware their dogs are the offenders, but can't give a rat's a**. Sadly, these folks are in a very small, but annoying minority and it usually takes an official contact to get the point driven home. Make the call & by all means keep us informed what happens with the problem.

We drive from the S.Y. Valley and it's a total hassle to find a great viewing spot due to the "reserved" spots. Solstice is the BEST event all year, imo, & yes, we could leave a dawn to get there, but why? I agree with the many here, either don't allow it or you take your chances on the chairs magically moving around or worse, doing the Summer Solstice Disappearance Act.

Legally these chairs constitute a hazard in the public space. They constrict public passage and invite tripping/falls. I always wondered why there was a full time ranger at Toro. Its a beautiful place but its barely visited and the ranger had a pretty nice set-up. did they get to live there for free as well? I’m sure there are a ton of citizens who would trade free accommodations for a little yard work... besides Toro was far from well maintained. The fence around the ground squirrel infested dog park is one example... I dont think privatization and profiting from public land is a good thing but I also dont think we should pay people for a part time gig like maintenance of a sparsely used park.

Last summer, what was suggested to keep robbers from your home? Barking dogs. My little dogs are sensor sounds (as opposed to sensor lights). When someone goes past the yard, they bark for about 30 seconds and it's over. For dogs that chronically bark, talk to the owner nicely ("neighborly") so they are aware of the problem. Give them a chance to correct the situation. If you are certain they aren't trying to help their dogs (understanding it may take some time) THEN call the authorities. I think it's really tacky to post addresses. to 834- projection....

i live on upper fellowship and i often walk my well behaved, harnessed dog around the neighborhood. not only do some of the neighborhood dogs bark incessantly but often times they're left to roam the streets. there is a black and white dog who lives in a dingy, dark colored ford ranger in the 800 block of fellowship. the truck is normally parked in front of the second house above sage hill. the dog has attacked us numerous times while walking the neighborhood, you can look at the owner's fence on google maps street view and see the charming corrugated roof panels they put in place where the dog repeatedly chewed through the fence. most of the time it's either locked in that truck in front of the house or roaming the neighborhood streets trying to bite me. 821, i've noticed the two giant dogs that are behind the white gate with the warning sign on the 400 block bark a lot when i walk by but i actually never noticed the dogs at the two addresses you mentioned.

Interesting pictures, John. The part that smells the strongest is the narrow neck near the zoo/ocean; I wonder if that is the strongest? I was down there last evening and there was little smell near the Los Patos, but the smell was strong along Cabrillo and, especially the narrow part. It's a natural occurrence and, hopefully, can be ameliorated. Unfortunately, neither Jill Zachary (those who remember her from Creeks know well!) nor the arrogant Mr. Escobar (any member of the public who's attempted to ask his help knows well that public service is not within his competence) are competent.

I am very sorry your chairs were stolen. I've always thought that putting out chairs and blankets before the parade is a charming part of Santa Barbara life indicating that neighbors trust neighbors and value the parade. We put out chairs. This used to be a hometown parade, a local tradition, originally put on and enjoyed by friends and neighbors. Unfortunately, times have changed. The parade now attracts around 100,000 people the press says. It's very sad that people would take chairs which obviously have been put out for a specific purpose. To most of us stealing is still stealing and it is flat wrong. So sorry for your loss, neighbor.

The OP is right: it has been the SB tradition to reserve spots along the routes or parades, a tradition whose time has come and gone now that SB is much larger. The city and residents shouldn't be so self-centered, self-entitled. If you want a ringside/streetside seat, get there and sit. Otherwise, what's left along the street belongs to and is easy pickings for anyone.

Unfortunately OP your sense of community looks a lot like what's is wrong with our society. 1% claim priviledge while the rest have to scramble for themselves. I agree that perhaps to curb the priviledge takers the City could remove the chairs and blankets left along side the road to make it clear that if you want to get there early and reserve a spot you should place yourself on that spot to lay claim to it, just as you would in a long slow and crowded line. But that said, people acting as vigilantes removing some claim stakes while leaving others is nothing but vandalism. These are worse than the folks going with a crappy tradition and staking a claim on a public thoroughfare. Two wrongs don't make a right and stealing or removing chairs is more anti-social than the original act of claiming priviledge.

Establish a rapport with your neighbour. Go talk to them and ask them if they are aware of their dog's behaviour. If they are and don't give a darn about it you have just cause to invite the local government to intervene. But if they are indeed civically minded you may actually help foster a tighter sense of community in your neck of the woods.

Definately talk to the owners but start in a freindly way and make the assumption that they are not aware of the problem. They may not realize how much the dogs are barking. Suggest that they buy an anti-bark collar. When the dog barks, it emits a small shot of liquid that dogs don't like.

For the record I love the Solstice parade and have not missed one in years. And I in no way mean to disparage the parade, it's participants, or it's organizers but this year version, though visually stunning in more ways then one, seemed a bit disorganized. For the past few years I have watched it from a vantage point near the end of the route by the park. This year was no exception. Most people in that area seemed to think the parade ended just after the Blue Dragon floated by with a few smaller floats tailing it and started to gather in the street behind them as if the parade was over. I too took that to mean that the parade was over and left the area and entered the park only to learn later that there was more that came after I left. I think the large gaps between floats and groups of marchers fooled people at the end of the route me included. I am not sure what caused this but other then that I loved the parade as always.

LOL, "California Immigrant Policy Center" is writing their own version of how great illegal immigration is to our State! Our schools are subidizing "anchor babies", our hospitals are charging the taxpayers for illegal's medical services from routine ER visits to birthing centers, food Debit cards for non citizens, housing subsidized at taxpayer expense...the list goes on and on. The only thing that can change the tide of illegal immigration is to CHANGE the 14th Ammendment of the Consitution. We are the ONLY country in the WORLD that gives citizenship and a all the social welfare benefits to children born here to non citizens- It's CRAZY! I dont get the politics, but seems with so much citizen concern, a big local volunteer effort could be made to clean it up a bit if that is what is needed. I hear lots of voices of concern, maybe those affected could create an action plan, and use their knowledge to enact positive change. Seems like it would be hard for any governmental group to say no to a free fix.

Write a nice letter about the dogs barking and put it in their mailbox. Keep a copy for your records to show that you have advised of the problem. If nothing changes in a week, call the non emergency police number and talk to them, start a record of complaints. I have a little dog that barks so during the day we don't let him outside while we are at work. Fortunately he goes to the bathroom in our bathroom if locked in so it is easy to clean up. If we let him out while we aren't here is anxious and barks at every little sound, it drives the neighbors crazy. I would rather clean up his toilet than have my neighbors hate me because my dog barks. Also, we got a citronella bark collar for times where he may be extra barky, like if we have a yard sale, it works GREAT with no pain.

I have tried to talk to dog owners, in a very nice manner about their barking dogs. In all instances, nothing changed...and I had to then go to the property managers. The result, I was vibed by the dog owner for the remaining time I was at that location. It was uncomfortable, and none of the neighborly kindness was shown to me inspite of my attempt to work with the owners. I would simply start a paper trail with animal control, the owners know the dogs are barking, if they dont, then let the authorities tell them. That way you can stay on friendly terms. There is something to be said for anonymity (right all of you listed as comment instead of names).

821, I completely empathize with you. In most cases, when there's a problem, it's not that the owner just "doesn't know". It's that they don't care. The onus shouldn't be on others to figure out ways to solve the barking problem when it happens. The responsibility should be with dog owners to make there's no barking to begin with. If you leave your dog unattended, leave a note with your neighbors asking them to let you know if your dogs are making any noise, and give them your contact info. Let them know that you will definitely take care of any problems. If I had neighbors like this, I would have no problem contacting them because I know they care. Of course this doesn't happen because the owners don't care. Therefore, there needs to be much stronger enforcement. If owners let their dogs bark after being contacted by Animal Control, there should be immediate and hefty fines levied on them. Without consequences, this problem won't stop.

Very revealing photo.. a picture is worth a thousand words... This "refuge", this body of water, is no longer a refuge for anything. It is significantly both contaminated and polluted due to ongoing mismanagement. A permanent long term solution that will enable this pond to recover in a sustainable way, to exist with a healthy dynamic between animals, plants and the community must be implemented asap. It can be done.. other cities have faced this same issue and have implemented effective remediation which has in fact restored "dying" lakes/ponds to a healthy state. The refuge is in a constant unhealthy state...it is toxic... and cannot recover "naturally' year after year.. not with what gets dumped into it on a continual basis.

If the water well is at the end of Humphrey Rd, it belonged, orginally, to the Sykes, providing water to the Montecito neighborhood. There was a water tower but the owners took it down not too many years ago as kids liked to climb it. I believe the well still provides water to the Miramar Beach cottages. The Sykes garage went with their big house, the 1st on Miramar Ave on the right. When my mom was little (b. 1912) they would go to the Miramar train stop for a ride to town, a bucket on a post held a flag to wave the engineer down. The big white house on Posilipo was moved there in the 50s during a highway widening, it had been on Miramar Ave, north side of highway. The house was cut into 3 pieces to move. The Nuns were the Imaculate Heart of Mary (IHM) order (Casa de Maria). Mrs. Bishop (Bishop Ranch in Goleta) willed 2 cottages, 1 on each side of creek, to the nuns. They didn't live there but used them for beach days. Sharks cove is named because during the drought of 1860s about 100,000 head of cattle were slaughtered in the area, The Matanza, and hides and tallow collected, bodies thrown in ocean; hence, Sharks Cove.

Growing up in SB it has always been a tradition to place seating in front of "your" business. I think of the space in front of the property that I own as space that I take care of. If you own a business and the property don't you have a right to use the property. I use the property in front of of home and would not expect to find anything that I place out there moved or stolen. I understand the frustration of placing chairs out early, but I also undertand the right to place chairs out in front of my business.

LOCK your chairs in place so that they arent moved or stolen, problem solved. Any local knows that placing chairs is a part of the solstice parade. If you dont like it, dont do it, but dont complain. About 10 years ago, we had our chairs stolen/moved. That was when we started locking. The placing of the chairs occurs at many local events, including graduation ceremonies, so those who arrive minutes before the event, you dont get the best seat in the house. That's how it goes, you get last minute seats. Planning, time, and patience are critical to good viewing of SB events. OP sorry your chairs were taken, lock them next time.

I'm much more likely to go longer while listening to a workout playlist on my iPod in a lovely locale like Hendry's beach at low tide or the Riviera. Make it enjoyable so it's not a matter of IF you're going out today, but something you look forward to every day.

Solstice has always been my favorite Santa Barbara event, but this year the park seemed like Solstice on crack cocaine. The whole buy tix for food or games or a bouncy house was just insane! The crowd was bigger than I've ever seen it and the beer garden took up half the park. The kids section was just scary with so many children and parents in such a small space. I found a friend's kid wandering around lost and saw other children behaving badly whilst their parents were not watching. It was really just total chaos. We got out of there as soon as possible and won't be back. It's not a quaint locals event anymore.

At age 50 I now just bike and walk briskly. But I think I had every thought you detailed during my running career. I can't tell you how many times I actually raised by arms in the air in the Rocky victory dance after achieving some heartbreaking hilltop! Also, while I felt that a running mom would be inspiring and a good role model, my kids always cringed when I had to pick them up from school still a little sweaty and in my running clothes...my daughter once actually said to me, all slunk down in her seat, "Mom, you just look so 'run down' all the time." !!!

I had a similar problem with a neighbor with a shared fence and frequently visiting family. Only when the kids grew up (or moved away - not sure which since we are not friendly) did it stop. If you can talk with the neighbor, perhaps you can suggest a covering to the fence that would make less noise? Or if this is a rental unit, talk with the landlord/owner? Good luck. I didn't have a dog but found the repetitive noise maddening.

I'm with REDTOP and 886. This used to be a charming tradition and I was always struck at how well the honor system worked in our little town. Regardless of how you feel about people putting out chairs, stealing is illegal. Honor system has broken down. Tradition tainted. If the City wants to enforce a no chairs/blankets/tape dibs policy, then it needs to be publicized and enforced. This is theft, plain and simple.

SBJules, not a cheap shot; you must not have attempted to talk with/work with Mr. Escobar on park issues. We did and he won: we won't ever try again and get the hostile reaction from that City employee. But as for the Bird Refuge, hopefully, it will never be converted into residential or commercial usage. Not only would that be a very sad loss of open space, but probably in contradiction to the terms of the gift. Surely, there are solutions; this can not be a unique problem. 1342282 notes other cities have solutions and, I agree, it appears to be ongoing mismangement. It does not happen every year or not like this, in this intensity, but probably only in the very dry years where there's not been refilling runoff. This has been going on now for weeks and the only "solution" coming from the city seems to be a small boat churning around for some hours. Has Ms. Zachary reached out to other cities, reached out to UCSB, for instance, and the Bren School? And if so what have been the responses?

Many very good suggestions here. OK, once when *I* unknowingly was the offending party, not with a barking dog, but a rooster, my neighbor sent me a recoding which indicated the time of day the offending bird was crowing. I was perfectly within legal rights to have chickens in the area I lived in, but I had no idea that beyond the few early morning crows, this guy was crowing all day long while I was at work. After profusely apologizing to my neighbor we found "Big Red" a new home in a more isolated area. It's just possible your neighbors aren't aware of the annoyance their dogs are causing. If they are renters and don't respond to your complaints then maybe their landlord will, but give them a chance by contacting them first. If you do record the barking keep a copy for the Animal Control or Police to listen to and as evidence if you need it.

Rude, obnoxious behavior.....you want a good spot come 2 hours early and set up and stay there and save for the rest of your gang. That would be perfectly legit. Nobody owns the sidewalk space even if your store fronts it. Do you also come out every morning and wash the sidewalk so it doesn't stink and look trashy the way the merchants did in years past.....now that was "tradition" and part of what made SB charming.

Write a letter stating that you are concerned that the repeated use will wear the fence out and that you don't have the 50% to replace the fence. If they want to continue to use the fence in this manner then you will expect them to replace the fence at 100% of the cost. Putting them on notice will generally stop the action. When it comes to having to spend money people will take notice. Also, send a copy to yourself, do not open the letter. If you were to have to go to court over the cost of the fence you could use the letter as evidence against the other property owner. These older fences were nt built for this type of use. Good luck.

I power walk every single day, when I am in SB it's a beach walk from east beach bath house to Lazy Acres and back and when I am in Maui I walk a beautiful route with hills and coastal views. The beauty of walking, you can do it anywhere you are. Most chiropractors and orthopedic surgeons will advise power walking over running. If you are in SB the City College track is cushioned and much easier on joints if you really want to run. Keep it up it will all pay off for you, good health, happy endorphins and a slim, trim body!

You really need to be careful saying all camp hosts are uneducated ex cons and vagrants. You are so wrong it's scary that this is allowed to be posted. You are putting wrong information in peoples heads. Who's going to want to visit our parks and campgrounds now if they think this is true? I assure you community this is very false. One camp host I know who works at a local camp site is a very good man in his 70's who worked hard at his job for 50 years and has retired. He gets a trailer to live in and takes care of the entire grounds including cleaning and selling firewood, checking guests in etc. He does not get paid. He works in exchange for living on the grounds. Parks are otherwise closing down because the state does not have the funds to keep them open. If it weren't for these people who work for FREE then our community wouldn't have these lovely parks to enjoy. Next time, instead of making up false accusations and poisoning peoples minds, you should really do some more research.

Interesting discussion. Seems to be a very difficult problem for a long term fix. Looks like the creek's covered going under the west end of the golf course. It enters the refuge near the northwest tip just above the east end of the smallest island in the closeup pic. The drainage area may all be in the city limits (click for PDF download), judging by the basic topography in gMaps terrain. So maybe a short term fix would be to supervise some volunteer boaters to drive around and churn it up. Then get all the drainage area property owners to reduce nutrient runoff. Prohibit feeding ducks during dry season. Coax UCSB environmental student(s) to investigate inexpensive natural measures with non-invasive plants & animals. Maybe see if there's a spot to add a culvert upstream to increase the runoff to the refuge? Of course, getting everyone working together would take time and City funds at a time when both are scarce. Fun to sit (or fly over) and imagine what could be done though. :)

what's most annoying to me is that there is no way to cross the street because the chairs are placed so tightly together and there's no break - not even by the crosswalks. There should be a few areas where one is able to get from one side to the other without having to do some crazy maneuvers.

An easy fix, which would limit most if not all frustration with the illegal immigration, would be to make illegal immigrants pay for services including medical, dental, welfare, schooling, etc. If these services cost something, less people would poor into our state. The tax paying social security card having citizens of this country are tired of footing the bill for those not legally here. Im especially unhappy about paying for the college education of illegal immigrants, but being unable to get financial support for my own daughters' education. Citizens first, whatever extra money is left....lol there isnt any!

This post is confusing. Could the OP clarify two things: first do you share a fence with this neighbor? I read conflicting information. Second, do you and the neighbor both rent from the same property manager? If both are renters, get the landlords involved. If nothing changes, move.

The leaves are poisonous I believe too... Watch babies, young children, and pets around this plant..... It also pops kids handballs and beachballs.... We had to remove it from our yard... It takes over and is difficult to remove :) It is EXTREMELY beautiful and if it were thornless, didn't have poisonous leaves, and wasn't a haven for rats, I would keep it in the yard! We have to opt for a different type of plant instead though :( Oh yeah, and if you Google it you can get the audio pronunciation of said word... That would be phonetically... BOO-GAHN-VEE-YUH... the double L is pronounced with the sound of a Y... Like in the Spanish alphabet but also ... BOO-GAHN-VILL-EA... Which seems come from a British pronunciation of the word :) You choose :) I prefer saying it with the L's sounding like a Y...

Write the neighbor a nice letter and cc the HOA, asking them to have their children NOT do that to the fence. If the noise continues, ask other neighbors if they are bothered and have them also write a letter, cc the HOA. If it continues, file a noise complaint with the SBPD. You have options, you can actually file a suit against them for interfering with your quality of life. It is pretty rude that you have talked to them and they have not had their children stop. What would be fun about banging on a fence anyways? I don't get it. If my kids were acting that way I would have them stop, especially if a neighbor complained about it!

I call BS on squatting with chairs hours or days before the parade. I lived in SB since the late 70's and during that time, the Solstice parade was mostly local and you could feel safe staking out your claim that morning since the crowds were minimal. Now, with 100,000 visitors - it smacks of local elitism and the time has come for the tradition to die. Honestly, my family quit going to the parade about 4 years ago as the fight for fanny space has become too vitriolic to endure no matter how many half-naked dancing people we get to see.

Interesting suggestions, John! As for prohibiting feeding the ducks, it is prohibited now all-year-round, but people pay no attention and think, if they do, that they are helping. They are not. I wonder about Los Carneros, does that ever stink? Perhaps it doesn't have the runoff that is at the Bird Refuge from the Montecito Country Club. Perhaps the Club would help with solutions? If there were a harbor there, imagine the regular dredging (and the costs) that would be required, millions of dollars.

Thanks for clarifying OP. If moving is not an option, and talking to the father doesnt help, and obviously the police are not going to do anything during the day about kids hitting a fence, then you need to talk to the HOA. I would also find a way to use my sprinkler, the kind that can go over a fence, at the same time as the noise happens. We have 3 awful neighbors, and even with talking to them nicely, nothing changes, some people just are rude. We like where we live, housewise, so we stay put. Maybe talk to your vet about how to ease the anxiety this causes your dog, Im so sorry this is occurring.

There seems to be a regular practice in Santa Barbara when people no longer want something, they leave it out by the curb, at which time, it's up for grabs. So why wouldn't someone take your chairs? Do you reserve a parking space by leaving something in it? of course not. If you want to have a good place to watch the parade then do what my parents always did, get up at 5am and go sit in the spot you want and merely reserve it by your presence. geez.......

969-Children should be taught by their parents that it is not acceptable to make an annoying amount of noise. If these people are renting it is also unacceptable for them to allow their children to cause unnecessary wear and tear on the owner's fence. The parents should take action to make sure their kids aren't annoying other people. I would definitely speak to the other neighbors to see their thoughts about the noise and write a letter with signatures from supporting neighbors to the HOA. Usually there is a clause in the HOA agreement concerning noise.

You don't have the accept the "kids will be kids" excuse. It's really intended to let the parents off the hook for actually having to teach kids about consideration for strangers and/or neighbours. It's great that you're keeping it civil while they want you to suck it up.... don't suck it up. It's not your job to suck it up while their kids do whatever they feel like doing. Ask them to exert their parental responsibilities and teach them consideration for other people.... if you chose to get into a tit for tat it could easily get ugly.

The water quality of the Bird Refuge is a serious matter; the eutrophication occurring there and which is re occurring is water pollution using a scientific term; this process in fact does cause the water to become oxygen depleted, which then causes the animals and plants in that environment to which depend on oxygen rich water to die.. very simple. Which many of us actually saw occurring earlier this week. This is why it is of great interest to read the interviews SB Parks and Rec Jill Zachary gave regarding the "stink" ...saying its "okay", and further that "we have not observed turtles or crustaceans jumping out of the lake for oxygen" is blatantly misleading ... While the "we" may mean City employees, the implication is that the event did not occur at all.....that these "reports" are just much ado about nothing... but it in fact this DID occur and many of us were witness to it. For Ms Zachary to state further that "eutrophication is not harmful to the creatures in the lake" is inaccurate to say the least.... just do a literature search or google to see the causes and effects of eutrophication..... lack of oxygen = guess what...smothering.. death...; aeration from a pump.. permanent and on going.. solar or otherwise is one part of a long term restoration and solution... its a start at least.

HERE IS THE SOLUTION: Go to the County Courthouse & look up the owners name in public records. (If you're good with computers, you may be able to do this online.) You find the owners name, address and phone #. You complain TO THE OWNER. Don't even bother with any rental management company, as this will produce NO RESULTS. Complaining to the owner will stop this problem in no time flat. Present your case via letter or phone, doesn't matter which, so long as you are polite and to the point. Also: SB police MUST respond to any and all noise complaints, does not matter what time of day or nature of complaint or ordinances on the books. Have police talk to neighbors. Many times, if necessary. Contacting homeowner is still your best bet. No renter wants to be kicked out. STOP TRYING TO BE THE GOOD NEIGHBOR. Your health and that of your dog are at stake. Take action. Best of luck.

This discussion reminds me a lot of what I used to hear back in the 60's about neighborhood kids, running and playing, dashing across lawns, trampling plants, (accompanied, in those days, by half a dozen dogs) playing hide 'n seek, street ball, yelling and screaming, riding bikes on the sidewalks, etc. You don't see that anymore; kids stay inside and watch tv or play video games. All I can say is, don't generalize. Address specific incidents specifically, and with respect and a genuine desire to be reasonable and neighborly. We have always had dogs (and kids.) I don't think our current little pup is too noisy, and she certainly gets lots of walks and such. But dogs have to be dogs, just as kids have to be kids. Everyone be considerate and reasonable. I like the occasional sound of barking dogs, it makes a neighborhood feel alive.

Definitely Western Swallowtail (Papillo rutulus). Adults fly March through September. Host plants are willows and alders. These Westerns are found throughout California and Western North America. Haven't seen many of these in last few years. The most common sulfur (correct spelling) is the "Cloudless" sulfur. That's the large yellow butterfly seen in our gardens now.

847, It's possible but not likely. Please don't feed pelicans on piers (or elsewhere.) Feeding one fish will make a juvenile pelican that knows no better into a beggar. It's a death sentence for many: they get habituated to being fed, are unable, especially when young, to feed themselves — it takes quite a lot of skill trying and missing — if they have gotten used to being fed. Soon, they get hooked by fishing lines/hooks, pouches torn, because of identifying fishermen as sources of food; fishermen cut the lines ... and the birds, if unable to fly because of the fishing line, die ... unless they're lucky enough to be rescued by the SBWCN volunteers. Over the years, quite a few have been found, rescued and untangled from Refugio Beach; quite a few more have not survived.

At 1pm, this extra "traffic" died down. By this activity alone, I would say there were more people attending this year's parade than in years previous. Dee D, I can't be sure, but you sound like a neighbor who wouldn't be receptive at all if you were told that your dog barked too much. I don't need excess noise like barking to make my neighborhood "sound alive". There are plenty of soothing sounds to do that - the gentle rustle of leaves blowing in the wind, the sound of a trickle of water or the rain, etc. Both kids and dogs need to be taught consideration for others, manners, and boundaries. Saying "dogs will be dogs" or "kids will be kids" is just an excuse for not caring about how your actions affect others.

You can't solve this problem without having an address with which to link it. Sounds to me like you have many barking dogs, not just one or two. If you have a general complaint, "dogs barking at all hours," then there is no solution. If you know the location/source, then you find another neighbor to join in on your complaint. With City Animal Control TWO neighbors "constitutes a neighborhood." You must be ready to keep a log of the barking, days & times. Don't let up with calling Animal Control. Be the squeaky wheel. Don't give up. Do not approach the owners, unless you want a confrontation. Even politeness and diplomacy won't help you---in 90% of these cases. There is free mediation through the City, if it comes to that. I know whereof I write---I have been through it all. My dogs aren't allowed to bark beyond the initial "someone at the door" warning barks. They have companionship 24/7, lucky pups.

When did the tradition of setting up chairs start? In the 1960s even as kids 4 or 5 year old we dressed up and went to Fiesta and we never had chairs and we just stood like most everyone, but sometimes got a curb to sit on. Even later, I recall mostly the really old people or maybe women with babies were the only ones in chairs and mostly those were set up by the shopkeepers on State. It was a lot less populated then so maybe that is it, but the thought of even taking a chair to a parade has never even crossed my mind. As rider, I do get a kick out of the groups that set up the horse pie bingo and root for riders when the pie hits the square. Now that is a reason to stake out your spot.

Fences Don't Always Make Good Neigh... |

OP here again. Thanks all for the input and good advice. Please stay tuned! I love the hose idea but there is a huge tree in the way.... The parental explanation was that they throw or hit a ball and when they miss, it hits the fence. And apparently there is no way they can change the direction of play so that missed balls don't hit the fence. I think the kids are home alone as it happens a lot in the afternoon. Or the adults don't care. The dad said he told the kids to ignore the neighbor's shouts over the fence to stop. The kids yelled back once that it was their yard and they could do whatever they wanted and proceeded to beat on the fence loudly for some time. We don't yell at them anymore as I'm afraid of a confrontation. But something has to change.

I have seen people put their full shopping carts in a checkout line, and then go back to pick up additional items. If their cart is ahead of me, and the person ahead of their cart is actually being checked out, I'll move their untended cart aside and get my items on the conveyor. Not once has the checker ever failed to agree with and defend my action when the disgruntled "entitlement" shopper returns, as I'm nearly completely checked out myself.

They could also put up a net or something else to cushion the fence. The parents sound like typical inconsiderate you-know-whats. I have some neighbors who like to stay up till 3am talking and laughing loudly in their back yard during the week (city college drops outs I assume). I think next time they're going to get a wake up call at 6am from my 15", 68mm of excursion, 30hz tune, 2400wrms powered sub playing a Black Hawk Down or Saving Private Ryan crescendo.

How about being a good neighbor and just let it all go? I used to have a neighbor who would complain all the time until I had my kids go over to his house and clean his yard. Ask you neighbor if his kids will clean your yard and maybe your dog won't be so afraid of the loud sounds. I had a "fraidy cat" dog once, but my father decided to donate him to a local charity (that's what he said but I think the dog was put to sleep). Don't do the wrong thing; please do the right thing (do not get rid of your dog though even though it exhibits signs of weakness).

290966P - so someone puts furniture out on the public space; doesn't sit on it himself/herself; someone else sees it and takes it; where's the crime? Yes, it is too bad that Santa Barbara is not as it was, a small town, but as Mesarats noted, even when it was a smaller town there was not the sense of entitlement to public space as there is revealed here. I go to the Solstice and make an effort to get there early so as to have a space or go further up State Street. ...And as for the person advocating locking the chairs, shame ... and no sympathy if there's vandalism to those same chairs. Want to reserve a space? Do as those do for hot films at the Arlington or has happened for new Apple products, next year stand (or sit) in line (or pay someone else to do it.)

875- You are not the only one with trouble with 'that' house. Many neighbors have complained about the dogs, profanity unleashed in anger at small children, and much noise in general at all hours. I once heard a dog fight and a woman on the sidewalk asking that the dog be called off, only to be met with a tirade of obscenities. About a week later, I heard another dog fight followed by a yelping dog and the resident screaming, "You pepper sprayed my dog!" Do not be afraid to walk in your own neighborhood; carry pepper spray.

It's a full fire responce for this accident they seem a ways off North I think it's the one listed on top of the CHP Site. Cal Star is going to land on the freeway.. They must be past El Cap with this one. AMR just reported they got one loaded up ground to Cottage code 3..Sounds like they are calling it the IC highway incident, I might have that title wrong but think I heard it that way.

OK, so I've submitted the pix but meanwhile I can say that the injuries might have been downgraded. Heading home along the freeway I noticed a helicopter going West not long before we passed the accident, at what didn't seem top speed. Seems likely a major trauma would've been headed to Cottage or direct to Santa Ynez from there, so maybe the chopper was just returning to base or going somewhere else. Both vehicles were open and no crowd of fire/rescue around them, so hopefully nobody trapped. Freeway was completely stopped, and backed up maybe 2-3 miles when we went by at 6:40.

Professional groups and professional costumes are not playful, imaginative or a privilege to watch. It was an endurance test this year. Bring back local, bring back volunteer and bring back whimsy. I'd rather see homemade kleenex flowers on a Red Flyer than a bunch of sound trucks and professional troops hacking away at this formerly fun local tradition.

RE821. To list your neighbors addresses without having the spine to talk to them is cowerdley. I noticed that you did not post your address. Possiblly they work at night and are not aware. Years back one of my dogs started barking when i was at work and had no idea until my neighbor mentioned it. I thanked her, gave her my number and used training and a bark collar to solve the problem. There are plenty of young and rowdy neighbors in my area and I always deal with them first and I have never had a issue with "confrontation". Most issues( granted not all) can be delt without over utilizing every pubic resource and just taking the first step. These are your neighbors, not Americas Most Wanted. If tattle, hide and call for help is the new way people are doing things in their private life and in the workforce, no wonder things are going to pot.
