OP here. Yes, sheriff doesn't have a Blackhawk, they were picked up and transported in one.

Yes, blurry, zoomed in with iPhone and then low res image on Edhat. Better than Keyt though.

932, where did you get that it was 20 miles N of the border? Every other report makes it sound like it was in the same area as the incident.

While I'm for legalizing weed, I'm not clear how the "end the drug war" crowd speaks to legalizing coke, meth, heroin, and so on. So if we just legalize weed, won't we just see pangas of those other things? Are people really advocating legalizing everything and do they really think that would ever in a million years pass into law in this country? If so, put down the bong!

News Flash.... 2 Mexican nationals intercepted 20 miles north of the border by a Coast Guard cutter for the death of Coast Guard Chief Petty Officer Terrell Horne.

Whatever this alleged BlackHawk full of SO officers armed to the gills was up to it wasn't to fly 250 miles south to interdict, intercept or interrupt the panga's efforts to make it back to their home waters. Methinks the OP's imagination got a little carried away at supposing what was going on in that tiny helicopter flying off from SBA, at regular staging area for any LEO raid.

My mom raised me with no child support. She worked until she was nearly dead on her feet sometimes. I don't remember her ever asking anyone's help in financing any trips out of town. We found plenty of fun things to do here.

I never went to Disneyland until I was in High School, and then I paid my own way by working a job at $1.35 per hour.

The "Bleeding Hearts" comment wasn't so far off the mark. Charity for a good cause is one thing. This request is more than a bit frivolous.

I honor this writer for caring about this family and looking for ways to support their dream. I honor those who feel differently and give to help others in more practical ways. I don't see any need for either of these to disrespect the other. For each it is fullfilling to give in their own way. I am all for sponsoring kids or a family to go to a once in a lifetime, magical trip to Disneyland but my monies would go to the Teddy Bear Foundation in Santa Barbara who makes that type of trip possible for kids living with (and unfortunately dying from) cancer and their families.

I'm appalled that neither the observer nor anyone else called! Oh well. I hope they learn something from this incident.

I believe in looking out for my neighborhood and I do so, and have been thanked by both policemen and neighbors for doing so. (I once called 911 after watching a very angry, possibly high person and it turned into a stolen goods/stolen car investigation. And yes, he was on crack or meth. I only called because nothing good could come from that anger; I didn't want to see it turned on a human - even himself.)

God bless them but why would a trip to Disneyland be so fulfilling? The cost for seven to go to Disneyland would be about $1000. If they work so hard that amount is obtainable by themselves. I believe coke is also in the news as arriving by sea. And, we know about the illegal immigrants by panga. Meth, I don't hear much about its importation. It seems anyone with a short ingredients list can make their own in one afternoon in the privacy of their own abode. To the poster, one idea would be to spearhead a mini-fundraiser yourself. It's amazing what a corner bake sale can net. If you could get neighbors, church members, business owners you patronize (hair salon? copy shop? You'd be surprised) to donate cookies or a baked item, you could raise a lot of money.
Or how about a rummage sale, where you get neighbors to donate a few things, and all proceeds go to the trip? We all have the power in us to make things happen, even if the bucket gets filled only one drop at a time.

If they weren't bringing WEED, it would be Meth, or Blow, or Humans or whatever...... This country is supposed to be secure. I don't think people get what goes on sometimes down in AZ and Texas and why they are fed up. Now we have our first fatality. I think blaming it on WEED is totally oversimplifying it and I think bringing up the argument of legalize it or home grown is pretty insensitive when one of your servicemen lost his life trying to keep the place secure so you could argue about what WEED you smoke.

But NO, me smoking locally grown weed every now and then does NOT make me an "end consumer" of mexican grown and smuggled pot.

That's like saying everyone who likes to wear clothes is responsible for sweat shops.

I think the war on drugs is stupid and we should just legalize all of it but just because you don't agree with Federal Law does not absolve you. I was in a canoe from about 9am until 11am yesterday, and I remember seeing water cascading down the cliffs near Leadbetter-- something I don't think I'd seen before, but I've never been paddling out in the rain (drizzle) before either. So now that I hear what was happening it does seem like that was a lot of water for just drizzly weather (didn't really start raining until later). I think it might have been happening for a few hours before it was reported.

Perhaps you should re-read the story and look for clues about what arm of the government the story is about, beginning with the title of the story. Re-read to learn that it was the Board of Supervisors who aproved the closures, the fact that the mandatory furlough will not close down departments such as the Sheriff's Dept., Public Health, Social Services, the Clerk-Recorder/Assessor's Office...etc. There are numerous clues that this is not a story about the City or the people who work at the water billing department. 758 the budget cuts have really hurt the elementary music programs, so there is less interest at the Junior High levels, and then that gets filtered down to the high schools. Look how small all the marching bands were in the parade. I know from a friend San Marcos was invited to go to Florida this winter for a Bowl game, but the costs were too prohibited. For every 1 boat caught, Id have to guess at least 10 other attempts result with succesful trips.

This boat probably just made its delivery and was heading back to mehico to load up with more.

These drug runners will also use towable "torpedo like" cargo carriers, that they can let go when the law comes around. The cargo filled torpedo then sinks when released. Later from a remote control, a device inflates bladders in the torpedo cargo carrier and brings it to the surface for retrieval.

Why was the small dinghy chasing the panga to begin with ? Why not approach the panga with the cutter, or helicopter?

I had a question about my water bill and went to city hall offices to talk to someone. Must have been about 30 office workers doing absolutely nothing. I saw one person looking at Facebook on computer when I tried to find someone to talk to. Most of these people are paid 40 hours of work a week to do a job that only takes 8 hours a week to do. So, good news is that these services will not be missed or have any impact. Bad news is that we still have them on payroll.

Just a reminder: Move over law states that you must move over a lane or slow to 45 mph when passing emergency and caltrans vehicles, unless separated by a k rail or such. This also requires the driver not to collide with said vehicles....Hope the impact device worked and no one was hurt.

It's freaking tragic when Coast Guard didn't even fire on the vessel after it ran over the inflatable with 4 CG on board, at a high rate of speed, and killed one of their own.

The smugglers arrested will be processed and returned to Mexico after a short stay in jail. Laughing are the Sinaloa leaders at how lax the security is off the coast of SB and how weak the use of deadly force policies when WE are confronted with such.

Great Job Royals!!! Wow, though, 2A division? Man, the band has gotten so small since I've been in HS. When i was in it, we were abour 150+ members, and got invited to perform in Carnegie Hall, Marching Band Nationals in the Colts Stadium in Indianapolis, and the Walt Disney World Parade in FL.

Those were the good old days :)

Except that K-9 pals is fast running out of money after spending upwards of $150K/yr for the past two years on medical care and special food for dogs that are injured, sick, or can't tolerate the food the shelter gets from Science Diet. So when K-9 stops supporting the dogs then the County will be euthanizing the dogs after they call them unadoptable for medical reasons. They will still call themselves no-kill, it's just that their euthanization rate will go up by quite a bit.

562P, Well, I don't think that you have read, or else didn't understand, what I have written. Nothing that I, "a supposed private citizen" as you refer to me, have expressed states or infers that the interests of a corporation outweigh the "worries" of humans. I am just a retired private citizen, "supposed" or not, who has had an educational and work background in science and engineering for about 50 years before I retired over 10 years ago.

And, unlike what you claim, I am not "... so up in arms in favor of a utility company." All I've said is that we should look at facts and science before we condemn changes in the services that we all demand because of "worries" (emotions?) of ill-effects.

The electric companies' interests certainly are primarily to make a profit - that is the basic reason for any profit-making entity to exist. They produce a product for which there is demand for them to sell a product at a profit. True, the introduction of the smart meters has a benefit to SCE - they can provide the product that we demand more efficiently and with lower labor costs which also benefits us. It also has another benefit to us, the customers, who can use the system to monitor our usage and and learn where we can improve our usage.

The question then is whether or not SCE is introducing these new meters without sufficient health effect testing. That is where the science comes in. And all I'm saying is that, from the scientific studies and reports that I've read, sufficient testing has been done for many years that supports the use of these meters.

If you truly believe that the smart meter has the potential to cause you harm, then by all means opt out. But if that is true, you should also opt out of having a microwave oven, having a cell phone or a DECT wireless phone, being in proximity of a wi-fi antenna or radio transmitters, etc. They all emit in frequencies close to the smart meter and, depending on proximity, could be at higher amplitudes at your body.

I rarely have had problems with any of them, but recently I had several difficulties with Montecito Bank & Trust at the downtown branch. I no longer have accounts there and would not recommend them because of terrible customer service.

I highly recommend Donna Gilmartin. I picked her out of the three people recommended in this thread just to give the new person a chance, and I'm very glad I did. "Easy to look at" is surely irrelevant, but Donna also has years of experience, which shows. I tend to have a lot of questions, and she patiently answered them, spending extra time with me as I tried to understand the details of how the hearing aid helps. She set me up with one that has made a huge difference in my life socially. I recently had an issue with my hearing aid, and Donna saw me the same day I called, fixing the problem in her office.

This last year, I have learned that a few people interfere with honest reviews by posting slanted reviews with ulterior motives. It seems a little of that has been going on with Donna. I'm sure the two well-established audiologists in Santa Barbara are excellent, and I hope we can make room here for another top notch hearing specialist.

Many dispensaries from the past are now making home deliveries. No Travel necessary.

The SB Independent run ads for doctors to proscribe, I would imagine those very same doctors maintain a list of where one can get the medicine delivered.

The arguments about this being a dangerous drug is stale and worn. 15 minutes online research starts to show this was a very important medicine, foodstuff, and material for 1000's of years. Tragic that anyone will still play this game of it being bad for humanity.

I find it is useful to ignore naysayers in their long discredited rhetoric. They deserve to be placed in the same cage as the birthers, and climate change deniers. When I run into these people the first thing I try to ascertain is how much rightwing hate radio and Fox News they absorb. Now that is a very dangerous intoxicant indeed.

Corky: I lost my wallet and when I went shopping the following week, one of the employees at Ralphs came up to me in the deli department & asked if I lost my wallet. They must have shown their employees my ID and told them to keep an eye out for me, because I don't think this particular employee knew me. How cool is that? One time, I was behind a guy on the freeway when his car started spewing radiator fluid. Once he realized & pulled over, I stopped ahead of him, and brought a bunch of water bottles out so he could top off the radiator once it cooled enough (and to drink since it was crazy hot & he had dogs in the car). I was smiling for a ridiculous amount of time afterwards.

Unfortunately, from reading the papers, one realises terrorist cells are here, already a threat to our safety. However, Homeland Security and other branches in charge of our safety have been responsible for breaking up many of these. For which I am thankful, and deeply grateful for those brave men and women.

However, we should pay a lot more attention to what is going on specifically in this area and on our borders.

No other country in the world would show flexibility to a foreign intruder without official documents and a passport. America is a great, safe and strong country, where one can speak one's mind, work hard, and earn a living.

I would like to add that these are obviously not nice people on a plight for a better life. No one is running around that far out in the channel at night without running lights unless they are broken down or up to no good. It is a huge ticket for not having all of the proper safety gear on a boat. Especially that small a boat that far off the coast. No drugs on board? DUH they are thrown overboard in a few seconds.

Geeze talk about a soft underbelly. Hopefully this will up the ante with people guarding our coast. What if these guys got hired by Iranian terrorists to ship in a dirty bomb? The whole thing about securing our borders vs a supply of dope thing some people can make a living is a joke. Sad about the serviceman no matter his rank. If you have ever driven a boat, you would know that to deliberately ram someone is a pretty obvious maneuver. Especially if you are running with no lights and they are well lit. I really hope the Coast Guard and Homeland Security ratchet it up a few notches. You can't just go sailing down to mexico with your goods land on the beach and do what you want. You would be rounded up by Federal-es and have AK-47's pointed in your chest. Then who knows what would happen depending on which side of the law the Mexican law enforcement was on.

What we need to understand is SB County has become a port of entry. Those panga boats routinely bring cargo into the United States unchecked. Its only a matter of time(if it hasnt happend already) before they bring in enemies to our country, weapons of mass destruction components and/or drugs other than marijuana. They are using our beautiful coast to do this and I cant be the only one who is concerned with this issue. This is not about legalization of marijuana, this is now about unchecked cargo being smuggled into the United States through the Santa Barbara County Port of entry.

650 you are right. It's on 154 the end of Cachuma Lake. This spot changes almost daily. I try to grab a shot of it when I go by. Not shown in these images are the colors to the left that goes toward the water. There is room to stop safely on 154 going south.

This argument is not hiding behind a curtain, it is pointing out a vile hypocrisy that leads to extensive real-life harm.

Most people who drink wine, beer or spirits are not alcoholics, and most people who use weed are not addicts. Of course I mean "addict" in the colloquial sense since as we know, weed is not clinically addictive, though its use can become, like most anything, compulsive and habitual. Using the word "addict" in this argument is just reducing things to a jr. high lunchroom level. And by the way, weed already is available in people's backyards. I am 50, and when I was in high school 1976-1980, probably half the class smoked pot at parties, and some of their parents did, too. (Not the same parties, however.) We graduated and did just fine, managing to dodge the far greater hazards of beer in college. These arguments are tired and over. All our recent Presidents have admitted such drug use in their youths, and look! they became President! There are decades of evidence which show that the debauchery of children by weed is just not a concern to be addressed by anything more than an age-limit.

349597P - legalization allowing production in California in designated sites (not national/state parks) is more likely to reduce the occurrence of violence stemming from distribution.

You bring up a good point, but it is more likely that violence decreases as part of controlling the substance rather than everyone stop using it...that just isn't going to happen whether you tolerate it or not.

Looks at the trends over the years and the amount of money that was spent to achieve those results.

Dr. David Bearman is a great choice. He's thorough and knows a tremendous amount about legality, history and current applications of MM. Worth the drive out there...but it's usually about $200 for an initial visit.

FLICKA - I'll tell you what I think....I think two wrongs don't make a right. I think all you drug addicts should start focusing on curing your addiction and not hiding behind the "oh but look at how bad alcohol is" curtain.

Of course people have problems with alcohol. And now you want to make weed available in everyones back yards. That's just great. Can't wait to see the reading level of the graduating class of 2032.

As soon as that vessel decided to run at night without proper lights it was in violation of the international COLREGS, It was operation in US waters and the USCG had every right to board them. By not stopping to render assistance they also violated may international maritime and local laws. Semper Paratus Horne.

So I just read that the homeless guy who that NYC cop bought a $100 pair of boots for is still walking around barefoot and says he has the boots hidden because they're worth a lot of money. Also, he's ticked off that the story went viral around the world without his permission. He doesn't care about the privacy issue, he just wants his "piece of the pie". Obviously some mental health issues there. I feel bad for the cop who spent his hard earned money on those boots. And for the unstable homeless guy who apparently is a veteran. I know several guys who were great, well adjusted guys before they went to Viet Nam but they came back damaged for life. Wonder if that's the case here. So sad no matter what the cause.

How do you know the vessel being stopped rammed the Coast Guard vessel? How do you know that it wasn't an accident? How do you know that the CG vessel didn't execute an unsafe maneuver and cause the collision?

Ya know, it's funny. Every time I ask someone who has been in a car accident who was at fault, I get just one answer: "the other guy did it."

Let's have a little respect for this serviceman and stop calling him an officer. He was an enlisted man....he WORKED for a living.

And Independent....what the hell is a Chief Officer??? It's Chief PETTY Officer. Rank of E-7. There is not nor has there ever been a rank of Chief Officer in the history of the world's militaries. Just because no one affiliated with your left wing rag ever served in the military doesn't mean you can't do 10 seconds worth of research to get your article right.

It's not the Congress that is making medical decisions, it is the alcohol industry lobbyists that are paying them to keep pot illegal in order to increase their profits. If you can grow a "martini" in your backyard, then why would you buy expensive alcohol at the store?

Still have never heard from a cop if he would prefer to arrest someone high on pot or drunk on alcohol. It is my experience that pot generally mellows people out while alcohol makes some people aggressive.

Since the efforts to legalize pot have started meeting with some degree of success there has been a proliferation of smuggling and now violence. The state and city had had best reconsider their positions and stem the tide of violence as it is spilling into our communities.

Now that squid season is over, what will the fleet do for income?

Right on 640. I didn't know the officer but so sad to hear what happened and wish that the coast guard had responded by shooting and killing everyone on the boat. Harsh yes but we need to send the lesson that this type of situation won't be tolerated.

As long as we continue the charade that is the War of Drugs, we'll have thousands of young killed, millions arrested and billions in profits from both the warmongers and the drug dealers.

Anyone who says the War On Drugs is worth it or working has no merit in the conversation. Its a absurd premise and has literally destroyed America from the inside out. Whether its the warrior like mentality of the police or the treatment of a disease as a criminal act - the 'war' must end. Decriminalize all drugs - all.

For those wanting to shoot first, to blow the boat out of the water, what if there were no contraband in the boat but just several men who, however they got the boat, we're trying to come to America? Or perhaps just leaving from having left off cargo? Or? Would you still say to act violently first? What if these boats, anticipating violence were to become heavily armed with a machine gun or two?

Seems to me there are questions to be asked about why and how the small, open boat, the Panga, was able to ram the Coast Guard's interceptor boat, cause the accident that killed the unfortunate Mr. Horne, and then leave. Unless they are caught, unlikely, we won't know the answers. Tragedy for the officer's family. Another apparent casualty in America's war on drugs.
