I looked at their website and it mentions upper and lower parking lots. Just wondering due to a mobility issue. The person may not be able to go if they have to negotiate hills.

how do you appeal the # of structures on the property? I live on an acre and they asessed me as having two structures, (as in, I could legally build a granny sometime in the future, perhaps, maybe?) This is not fair, I only have one habitable structure. Is it possible to appeal this somehow?

I, too, am concerned about the new buildings going in nearby and the extra traffic it will bring. Then, let's talk about all of the rerouted traffic when Fairview is closed down. How long before it becomes a clogged mess of people driving around in a circle?

They did a great job in designing and building this roundabout. Very few delays during construction and it works smoothly for the amount of traffic that it handles. But if they overbuild then it would become a mess.

Peel & eat beer-boiled shrimp, like mentioned at Brophy's, can not be de-veined since they're still in the shell. And a micro-gram's worth of natural poop is absolutely nothing to worry about or gross-out about at ALL. It's eating digested plankton. No biggie whatsoever.

It is dismaying to read how many people on this thread are anthropocentric. Truly? All that matters is humans and what humans want?

Where is the concern for our fellow earthly inhabitants and our need to keep our planet healthy? Our planet now suffers from a human population of plague proportions. The least we can do is attempt to keep our abuse of our environment to a minimum.

Every argument I have read herein which supports the continued use of plastic bags rings hollow. Civilization as we know it will not come crashing down if everyone sucks it up and makes a commitment to taking his/her own bags to the markets. Such a small and responsible step to take.

AMARA: To you and others who can't figure out how to dispose of your animals' poop, I suggest you use your computer skills and find a "Doggie Dooley" or a similar in- ground disposal unit, buy it, and make use of it.

You can easily compost your animals' waste. We do it at my house, and it is one way you can "recycle" waste and not deal with having to put it in your trash receptacles.

If you can't use the in-ground system, then put the poop and kitty litter in your empty potato chip bags or cellophane pasta bags or bread bags or fast food paper bags or . . . the list is endless. Tie off these bags, and into the trash with them.

You will be amazed at how little effort it takes to be kinder to the planet. And the knowledge that you are a part of the solution will wash away that sense of guilt that you now have.

Only beef is the jerks racing to beat others before the lanes merge going into the roundabout on northbound Los Carneros. As someone said a few weeks ago, enjoy the flow now cause it will be nuts after they complete the planned devlopments along the Los Carneris corridor (Willows 2, etc).

A little off topic, but what's the status of the Islamic center to be built on the northeast corner of this roundabout?

Around noon on Election Day we were en route to the Montecito 'Y' when a USFS vehicle with siren on charged up the road. We looked up in to the hills and saw smoke and flames. How impressive that the response was so immediate. We saw the planes and copters taking action. We musn't take the beauty of our area for granted and credit needs to be given to all of those who saw to it that the Cold Fire was short-lived.

My favorite over-charge story (people: add up your bills!) happened at Zelo, 15 or so years ago. I was treating a friend to dinner, and when the bill came I said to him, "I hope you enjoyed your glass of wine-----it cost $20!"

The wait person had charged us for the bottle of wine ordered by the couple at the table next to ours. And, of course, the couple next to us had been charged for my friend's glass of wine ($3 or $4). Always look at your bill prior to paying.

I go through it twice a day and the traffic always flows perfectly. They did a good job designing it, of course that said there a coupe of times when I have had to hit the breaks because of a stupid driver entering when they shouldn't have but that's not any different than not knowing who has the right away at a stop sign.

That is when they get very protective, other than that they are not that aggressive.

I had a woman tell me only two days ago that she had a wild hive in her yard; it eventually had to be relocated. She said she never had such an abundance of oranges on her tree, ever, as she had that year. I LOVE BEES.

I love to support local businesses rather than national chains, but honestly Pascucci's isn't that great in my book. The service has always been hit or miss and the food is really not great. I've tried numerous things on the menu since they opened, and I'm just not a fan. I've also had a couple of pretty bad adding up errors where I was once charged for someone else's salad in addition to mine and one just charged about $15 more for no discernable reason. Each time it was taken care of when I brought the problem to the waiter's attention, but it's still odd. I can count on one hand how many times that's happened to me in 20 years or so of eating out. And twice was here.

And no, I'm not a disgruntled ex-employee for those who will undoubtedly accuse me of such a thing. I'm just a local who has tried to understand what all the hype is about. And I don't get it!

But, it doesn't keep the flow going. At least not in SB where most people don't understand the basics of how to proceed through a roundabout. I go through two in town on a regular basis and most people get flustered, stop or incorrectly yield. Others jump in without yielding.

It's kind of a mess to be honest.

Everyone vilifies roundabouts. Not me. I love 'em to death. Whatever helps keep the flow going and, as with the smaller ones, slows down the manic drivers is a-ok with me.

Plus, it's good practice if you decide to drive in Europe, Australia, New Zealand. (Even though some of them "drive the wrong way.")

My boyfriend and I used to go to Pascucci's when all they had was one male waiter, one Hispanic busboy and the owner. Perhaps six tables(?) and a small counter to sit at.

Even though we went many, many times, the owner (Laurel?) never recognized us or acknowledged our patronage. She always had a worried look on her face. The waiter was a cool, unflappable guy; taciturn and generally unsmiling. Great service. The food was excellent.

We were sorry to see the restaurant become bigger and less of a homey place, but how nice for the owner that it became so popular and well-patronized. We heard there was some small contretemps that took place when Pascucci's tried to expand with a similar, but differently named "sister" restaurant located out on Calle Real, in Goleta. Something about divergent thoughts on how things should be run, quality control or some such. Didn't that place go under? (Pure gossip, I know.)

The meals there now (Pascucci's) can't hold a candle to what used to be served, 16 or so years ago. That's to be expected, I suppose. However, we always recommend Pascucci's to the tourists we meet.

It is vital to make the distinction between grass fed and grass finished. Personally, I prefer the more tender meat that comes with grain finishing. Even meat that is labeled natural or organic may be grain finished. The grain finished beef is more tender but it loses much of the omega 3s that come with grass finishing.

I called the CHP and was told that the reason you can't tint the side window is that in the event of accident the glass cannot shatter in a safe manner as it is designed to do, but because of the "stickiness" of the tint material could break in "dangerous" shards.

Just to clarify, each artist who participates in either of these excellent stores pays either a large upfront fee, or a percentage of each sale to the store itself. These fees can be substantial, but do cover the operational costs of the store. I patronize both stores, but buy directly from the artist that show on Sundays first.

Recommend that you try ground buffalo to see if you like it. No hormones or antibiotics in it. Best price is at Albertson's for $7.50 a pound--more at Vons and Ralphs.

Ground buffalo makes great burgers and I use it in spaghetti sauce.

Gelson's is grass fed and grass finished. Not all grass fed beef is finished by grass feeding. Some grass fed beef is corn fed finished. Wherever you buy it question the seller on the finishing,

Whole Foods carries it (not locally raised though). Lazy Acres carries it (imported from Uruguay of all places, gasp!). Shalhoob's carries it as well, not sure of the origin though.

627, I've seen some recycled plastic bags at pet store, but not many and they are often sold out. THey are usually at least three dollars or more over the cost of regular bags. I still say it's cheaper and easier to use post consumer recycled plastic grocery bags, but then I'm on a strict budget, so I pay attention to every dollar. Can I afford them? I'll have to since I'm a responsible pet owner.

But that doesn't address the fact that it's another bag being made to supply a demand that I didn't have before.

Just go back to paper bags. Double them up and reuse them over and over and over, until they finally are no longer usable and get disposed of (in another paper bag). That's what I've been doing since way before the environmental movement became a movement. I've got cloth reusable bags too, but I use those more at the farmer's markets, as the paper bags work better for groceries.

BTW, I had all my doubled-up paper bags open and ready to refill with my groceries after the "checker" rang them up. Then a bag kid showed up to help. (I usually just bag my own groceries.) He said no one had ever made it that easy before. Using common sense, being considerate, frugal, and planning ahead isn't a new concept. It's just a way of life.

Sheesh, so critical and self-righteous some of you.

As for the actual issue, I think it's unusual for shrimp to be served this way on purpose and more than a tiny, missed vein section seems like it's either on purpose or totally clueless. I agree that it could have been a prep cook who didn't know, but calling the place now and letting them know might help them sort out what happened. It's not continental and it's not a new thing, shrimp should never be served without being de-veined first and someone just made a mistake, I think!

@Amara - I agree completely with you. I have a dog that I pick up after with recycled plastic bags I collect from the grocery store. I feel like the idea of buying MORE plastic bags because they are banned isn't even just a simple added cost for me, it's a frustration because they are new bags that are now being used for a landfill. Poop needs a plastic bag, sorry folks. Paper is messy and you can't pick it up. The fact that one doggie or kitty bag is only half the size of a regular plastic bag doesn't matter to me since it's near impossible to find affordable ones that are made from already recycled plastic material, unlike most grocery bags.

Ultimately, it's a well meaning but not well thought out law. I guess the argument might be made that most people do not re-use plastic bags?

675: I think plastic is great for certain things. That's why it's great as a vessel for my sandwich at lunch. That being said, I don't very well throw the rubbermaid container into the recycler, expecting someone to wave a wand over it, making it nice and new without any consequence. Recycling endlessly so the customer can have a new bag every time they buy a single item is waste, plain and simple. Recycling something after it received an acceptable amount of use is another situation entirely.

People are worked up because it's a free thing, and people like free things. Once you take them away, they think they are owed something.

It really hasn't mattered in the past, as the plastic in question was on a much smaller scale. Now, with the population as large as it is, each person's pollutants make a much larger problem collectively. Increased industrial efficiency is no excuse to be wasteful.

I heard that one of the places the copters were filling up with water was one of the ponds in Birnam Wood. One of the unplanned consequences of the Federal mandate regarding the covering of open air water reservoirs is that the helicopters have less sources of fresh water for firefighting purposes.

I'm okay with renters voting for parcel tax increases, because as has been noted above, the landlords will just pass any tax increases along as rent increases. So the renters are obviously okay with the increases, or just not thinking that far ahead. The rest of us are hoping that the property taxes we pay are giving a good education to the kids, and that they can get good jobs and pay taxes themselves so that us older folks can be supported by social security and medicare. Give a little, get a little.

It seems like it would be easy to compare the school system admin costs in the 1960s to what they are now, and then have someone explain the differences. If we could see those data, we would have a better base upon which to decide how to vote in the future.

One thing- no more votes for bond issues that are dedicated to specific causes. They end up by having us spend money on stupid things during financial crises. Have you seen all those new buildings at UCSB lately?

The issue with plastic recyling is the fact that the process does more harm than good. Energy is not free, and plastic, metal, paper, cardboard and glass recyling certainly don't just happen spontaneously. It takes energy to create, destroy, and repurpose. The only way to get around this is to reuse. A think layer of plastic can only be reused a few times before becoming a useless piece of plastic that takes years to fully decompose.

How does anyone justify passing these measures? If your child was continuously running out of money and going nowhere but downhill would you continue to throw money their way without expecting some lifestyle changes? Yes children need education but more money is not going to fix the bad decisions being made by the school district. Teachers should get top pay, administration should be streamlined and positions cut to the bare minimum. Like any organization there should be consequences for poor performance. Without it what is the incentive to improve?

If you can, talk to other condo owners -- or someone on the association board of directors -- about any possible construction flaws or problems affecting all the units. Or ask your real estate agent to look into this. (At my complex, for example, the builder did shoddy work on the original roofs. The association has paid for a lot of patching over the years. Any interior damage -- water stains, for example -- was the responsibility of the homeowner to pay.)

I agree that if you have a problem with someone it's best to take it up with them, not behind their back. Had you taken it up with the manager who told you your thoughts and instincts were wrong then by all means you should seek revenge by taking it up with the community at large. How many cans/bottles with a CRV do you see littering the roads/beaches? Not many, because there are hundreds if not thousands of people collecting them for the cash.

Put a penny CRV on each of these plastic bags and the problem of them getting eaten by fish will virtually disappear.

And 340628, you are wrong. Most plastic is infinitely recyclable.

Get a cart, fill it up, go to checkstand, pay, put items back in cart, take to car, put items in trunk.

If I can fit everything in my backpack when I ride my bike to the store, I'm sure you can figure out how to get the items from point A in the store to point B in your car's trunk.

Just came back from a lovely lunch at Montecito Cafe. Delicious as always. Had I read this beforehand tho, I would have mentioned something to them. It is important for a restaurant to know when a diner is unhappy.
As an aside - had a fabulous dinner at Maggie's this week. Attentive service, beautifully prepared food, desserts to die for.

We used Gil Hoeflich of Independent Building Inspectors (805-898-1121) and were happy with his work. Very through and lots of experience in SB. I HIGHLY recommend no matter who you use to attend to the entire inspection and accompany the inspector. If you don't you will get the report and freak out about all the stuff that was found rather than having it explained in context and what you would likely need to fix it. No matter how great the place is he will find plenty of things, but often many of them are not things you need to pull out of the deal over or even demand credits for, but should be aware of.

Poor dogs and cats and shorebirds. Fireworks are fun for the humans, not so much for the animals.

Dogs and cats are killed by vehicles every year, due to feeling terror-stricken and trying to flee the awful noise. I used to like fireworks a lot better, before I realized how many animals suffered due to our need for Parade of Lights and 4th of July displays.

Okay, so you go to the store for a couple of items and you bring your reusable bag with you. Only you get to aisle 3 and you discover they've got Campbell's soup on sale for a buck a can and you want to stock up. And then you see on aisle 7 that Kellogg's cereal is on sale and you want three boxes. What then? Under the new rules, you have to BUY yet another reusable bag or two.

So what do you do? Take eight or nine reusable bags with you every time you shop, lest you be like most people and leave the supermarket with more purchases than you'd intended? Or do you just continue giving the store a buck a bag every time you buy more than you thought you would?

This whole bag ban is beyond stupid. When you think of what a miniscule number of these bags wind up as litter, versus how many millions of them are out there in general circulation, it would seem that the bag ban is just hysterical knee-jerk overreaction.

I have a stockpile of dozens, if not hundreds, of plastic bags that I keep forgetting to return to Ralphs for recycling. When the stupid bag ban comes to Santa Barbara, which it surely will, I'll simply take a handful of those bags to the store with me whenever I shop. Unlike the "reusable" bags, you can carry eight or ten of them in your pockets.

I too get queasy when I see that line of shrimp poo still hanging on. But the fact is that it won't hurt you. And why is it that this turns our stomachs but eating the butt muscle of a cow or a pig doesn't? And how many of our vegetables spend their growing lives surrounded by poo?

340562 - my daily walk takes me past a large apartment complex where street parking is popular. Those two blocks are always riddled with trash. As a reusable bag person, about once a week or so I simply take a plastic kitchen trash bag with me to pick up the trash. I buy the trash bags for the can in our kitchen. The plastic bags from grocery stores don't fit in our can so they are worthless to me in a "reusable" way. But I got over the single use plastic bags years ago. And yes, my reusable bags go in the laundry for frequent washes, so stop with the whole "your bags have germs" argument, thanks. For walker and do-gooder 340562 I hope you continue picking up trash, your neighborhood and environment is a better place because of you. And buying trash bags is very easy to do. Kudos to your service.

I have just begun keeping some reusable bags in my car in order to try and remember to take them in when I go. However, I still prefer to get plastic and paper bags. The reasons? My cats' used litter. If I don't have these, then what the heck do I do with it until trash day. I don't want to toss a bunch of clumped sand (and feces) into the trash can. It would likely fall all over the place when the trash collectors came to empty it. So ... any ideas?

This makes me so angry - so many people in my industry have been hurt or killed this year alone. There is a Move Over law in force for this entire state and it is so rarely enforced in this area. If you see a tow truck, a work crew or law enforcement on the side of the road - move over a lane. If you cannot do that....slow down and pass as far away from them as you can. It only takes a second. I have been to 4 funerals this year for fellow drivers - all young men with families. It is so wrong. I hope this man will be okay. We all need to stay safe out there. And please please enforce the Move Over law.

The myth that those plastic bags are reusable and recyclable is laughable. Plastic cannot be used for the same purpose- it can only be used for something that requires less strength and integrity once it is melted down. Like picnic benches or something. What is the demand for picnic benches? Minimal.

The few stories I've heard about the recycling business are really bad. Chopped up soda bottles being sent to asia to be buried in their landfills and the like.

If you think that once you have put your plastic containers into your blue bin then you have saved the planet, you are wrong.

Plus I wonder how all of our ancestors got along without plastic bags for millenia? From the comments here life for them must have been nasty, brutish, and short.

They rang a bell when I placed my cans in their bin and every employee in the branch gave me a round of applause!!

I'm amazed at the ignorance of posters here regarding journalistic ethics. This was good reporting, nothing overly graphic. Seriously? Blur his face? Police not allowing? 1st amendment mean anything?

It is considered a breach of journalistic ethics to alter a photo from how it was recorded so blurring the guy's face would have been a fire-able offense at literally every newspaper in the country (well, at least those that adhere to the standards of journalism) and the police can't legally stop people from taking photos in public places. If the street is open to bystanders its also open to photographers.

Think about all the historical photos of value throughout the last 100 years. If photographers applied the "tacky, in poor taste" filter our history might look a bit more shiny but would be that much less true.

Again, thanks for showing us what happened in a professional manner.

Yes, you should have said something. Problem with that, you have the possibility of the cooking staff or waiter taking revenge on your dish for inconveniencing them. Paranoid? Nope - I used to work in a high-end restaurant and it truly is the staff's individual day-to-day attitude.

The best thing to do? You mention it to the waiter - when he/she offers to correct the situation, ask if you can order something else. It doesn't matter to the waiter, they don't pay for another meal. The cooks don't care - easier to make than to fix. The management appreciates it because it's a minimal cost to find out and correct a problem.

Great photos of an elusive subject. I have tried in the past 2 weeks to get a sharp shot of hummies on the wing with my Canon T2i using the stock 18-55mm and a macro 60mm 2.8 lens, cropped, at from 1/3000 to 1/4000, and after 100+photos, could only get one that was really sharply in focus. Not good results for so much work. I am thinking of sending the camera and lens to canon to get recalibrated. Question: what canon body did you use for your work?

I agree the tourists probably won't care too much. They are here to spend money, why not charge them for bags. I have plenty or "reusable bags" in my trunk. When we go shopping it is usually at least one full basket, sometimes two, so we need a lot of bags. I have never seen a bread bag that could be used for a trash can liner, not sure what kind of bread you eat. I do not send my children to school with sandwiches in plastic bags and they wouldn't come back if I did. I can just imagine the look on their faces if I actually asked them to bring the bags back home. No these are not solutions. I use reuseable lunch bags and sandwich containers and I buy garbage bags for garbage cans and for picking up pet waste. I will not compost anything, I do not have the knowledge or the desire to do so; nor do I have anything to use the compost for after it is complete. I understand some of you feel very stongly about this ban on the evil plastic bag but it will not eliminate the use of plastic bags. Valiant effort on you part though.

Think the possible suicide at the La Cumbre/101 overpass several years ago, etc. as examples.

I know who's sore and it isn't my researched knowledge.

What's sore are individuals who feel that their world is shifting beneath their feet and getting upset over the changes that need to be made and really have little to no impact on their daily business (unless, of course, they're in the petroleum industry, or plastic bag salesmen).

What is with the faux worry about what the tourists will do? The tourists will do what they need to do: If they want to carry things out in a bag, they'll BUY A BAG. Is this not what we're supposed to do to tourists, anyway? We're supposed to TAKE THEIR MONEY.

For those of us who are directionally challenged...the Yes Store is right by the Apple store on state...that's how I found it. And there aren't "high fees" to participate in the store...it's a bunch of local artists who band together, support each other (they even act as salespeople for each other's booths, etc.) and do it as cheaply as possible. All the artists I know have day jobs! So let's support them as much as we can. They make beautiful things.

First person to comment, back again. If you read my post I write that I "first used Vons paper bags," as my reusable bags.

Then, in 1990, I participated in a beach cleanup, and received my first reusable cotton bag. I still have it and still use it.

My family and I haven't used plastic grocery bags in years. We always take our own. It is laughably easy, once you make up your mind to become part of the solution.

You don't need to buy plastic bags. Plastic bags are everywhere around us now. You can reuse the plastic bags your bread comes in, the bags you get with your delivered newspapers, the bags that you used for your kids' sandwiches, the bags you get with your online purchases----the list is endless: use those for poop pickup and bigger ones to line bottom of your kitchen bin.

If kitchen scraps are a problem, start a compost (so many sites now sell smaller rotating compost bins!). Stop wanking about the inconvenience (heavens to Betsy!) and be more conscientious about getting unnecessary and polluting plastic out of your lives.

All you have to do it trace the unintended consequences backwards to see where this will go in the future. A couple decades ago, the nuts were all whining about how paper bags were endangering the spotted owl (fill in your own useless creature here), so we all switched to thin, cheap and COMPLETELY REUSABLE AND RECYCLABLE plastic bags. Now they are banning those and we'll all be using unrecyclable, lead laden Chinese junk (all the while buying thick, premium trash bags to line our bathroom cans) until the epidemic of ecoli and melamine poisoning hits, then I guess we'll just have to get all our state approved organic human chow delivered by a fine union government employee.

Okay. Pay attention: The thin, white plastic bags you receive at stores are NOT FREE. You know the adage, "Nothing in life is free?" Well, you are paying for those bags, as they are added into the cost of the products you buy. The stores are not going to provide these bags to you at no cost to themselves---duh.

There are many countries that have banned the use of plastic bags: China being one of those countries. The reason you should take your own bags is to help keep plastic out of our oceans and landfills and countryside. Which of you has never seen a plastic bag skittering down the street? Or never seen a plastic bag floating down at the Harbor? Or seen a plastic bag stuck in the Highway landscaping?

Plastic bags are a bane: they kill sea mammals, who ingest them (thinking the bags are jellyfish). These bags don't break down in the soil or oceans----the plastic simply shreds into smaller and smaller bits.

Instead of complaining about your inconvenience, you could do what I do: take sturdy cotton bags with you to the store. "Enviro Sac" is one company that sells wonderfully sturdy (each bag holds up to 40 lbs) and long lasting bags. And they are good-looking bags, too.

You can pat yourselves on the back all you want, touting how you reuse your bags. Using one bag again one time is not helping keep these bags out of our environment. Why not lose the guilt over using plastic and be creative? Find new ways to line your trash bins. How did we ever survive without these plastic bags, years ago? It is a manufactured need.

I could go on and on, but suggest instead that you look online to see why use of plastic grocery/shopping bags is bad for all of us. AND, I think European visitors to our shores already know how to bring their own bags, as they have been doing it for decades.

We take an hour long walk each morning. Along the walk we collect trash, plastic bottles, aluminum cans, cardboard boxes, etc. We collect them into plastic bags and deposit the collection in our weekly garbage. Without the free plastic grocery bags we would just let the garbage accumulate. I'm convinced that a ban on plastic bags will be counter productive. Still the do-gooders have loud voices.

340527 - Who says the plastic bags are free? They are "free" in the same way that you get your groceries rang up, bagged, and carried to your car for free. You get the lighting for free. Parking is free. They will slice deli meat for you for free. The produce guys will cut a cabbage in half for you for free. Have a question where an item is? They will lead you by the hand and show you where it is for free. Want to buy a lot of wine? They give you a cardboard carrier for free.

None of it is "free". All of it is cost-averaged into the price of the things they sell.

I went to Vons in Goleta last night - they took what was in a single hand basket and put it into 6 plastic bags...

Not only was this 4 too many. Then two of the bags tore and spilled in my car rendering them useless for anything but the trash.

one single paper bag was all that was needed. Instead I ended up with 6 bags... worthless, waste.

To hear the people get up in arms over something so silly, so minor, only proves that in our current culture the sense of community is long since gone - its all about the individual. We've become a society that lacks all sense of common decency and courtesy and reading through this post affirms that we have a large portion of these people living among us...whether its this particular issue or the way people drive and act towards each other. Its endemic and it sucks and its the main reason our city, state and country are falling apart. No common decency or concern.

Was your motivation something like this - It's horrible and I want to see it and then I want to voice my opinion about how horrible it is and then I want to deny others a chance to see and read what I just saw and read? It sounds like a double standard to me. Next time do yourselves a favor, and skip the story. I appreciated reading the story and finding out more about this public event, as pathetic as it was. The schools have their hands in every tax revenue stream. Federal income taxes, state income taxes, corporate income taxes, capital gains taxes, property taxes, personal property taxes, building permit fees, bed tax, state lottery. The list is endless. But even with all these revenue sources, the schools never seem to have enough. The reason for that is simple. The people spending the money never experience any personal consequences when the money is wasted.

In regard to measure A & B. I voted yes for the one that pertains to me because I care about children and their future. I have no children and I am a property owner who already pays property tax to support public education.

What I don't understand is how non property owners get to vote on issues that raise my taxes. I live right in between Goleta and Santa Barbara, yet I do not have a say in their city elections or politics. But thousands of transient UCSB students and renters across Santa Barbara get to tack on more to my property tax bill...

Well, I've only lived here for a decade (not SB local, I suppose, since I wasn't born & raised here, but local enough), but I go occasionally to the Art & Craft walk, but have never been to either of the stores mentioned (never heard of the crimson one). 485 and 490 bring up a good point and that is too much bureaucracy in the school system to funnel off the money we already pay in taxes before it ever gets to the teachers and children.

Can anyone explain why, in SB County, we have a County Superintendent of Education, with a layer of bureaucracy, as well as a Superintendent and their bureaucracy for each school district and a Principal (and a bunch of Vice-Principals, etc.) for each and every school? It would seem that the County Education office is redundant.

Man, I guess no one here ever shopped at Costco. It's not that huge a deal.
I carry my own bags, but I frequently forget them, too. Which suits me fine, considering how often I need the plastic bags. I'm in support of the ban, but recognize that I'll have to start buying bags to put in my bathroom trash can and take the recycling down. NBD. I find it kinda amazing how people are so up in arms over something that was free. Dude. You were getting stuff FOR FREE. From a company that had to buy it. To give it to you free. This isn't like free beach access being taken away people, it's a plastic frickin' bag.

I normally use the Vons in Ojai. Since they stopped providing plastic bags and charging for paper I have begun using "reuseable bags." I put the quotes in because they haven't lasted more than a few trips to the store before a tear appears or a handle breaks off and we have to get another one. The baggers believe that since they aren't plastic they can overfill them? They do this with paper bags as well. The other thing we are doing which we never did before is purchasing small and medium garbage bags. We use the small ones for the litter box and the medium for bathroom and laundry room trash. Both of these used to be covered by the plastic bags we brought home from the store. So now we are throwing away "reusable bags" and plastic bags that we purchase.

"Back in the day," you didn't see Christmas stuff until after Thanksgiving. That way you could savor, feel & enjoy the holiday as it approached & really get into it.

I'll be we start seeing Easter items out on the shelves in a week or so, followed by the summer boogie boards and bathing suits. Oh, yeah!

Most of the posts here that describe not being able to see into the car at all assume the darkest of tinting.

But don't you all agree that whether or not tinting prevents cops or other drivers from seeing the driver's eyes, or hands, etc. is dependent on the degree of tinting - from clear UV filter tint to almost black.

The CHP doesn't want their officers to have to make a subjective call as to whether the amount of tinting is too much so they prohibit all tinting.

If the "tinting" is factory tint in the glass itself, the OP should have a valid argument that it does not fall under the CHP prohibition because it is not "aftermarket" tinting. Showing it to the PD or CHP office should, in that case get the citation signed off. I suspect that there is a $ charge for even that however.

Anyone who thinks this place is crappy needs to get out more. Take a look out there, and you'll be happier here in this crappy place. We are very well protected compared to other places in California which are unable or unwilling to stand up to massive development pressures. And once you get out of California, egad it's bad out there among the English.

I don't by any means think our regulatory process is clear, fair or uniformly successful, mostly because it so obviously favors big-money developers who can afford all the government tithing required, while it rules out the smaller more idiosyncratic efforts that give a community local color and interest while making much smaller visual and environmental impacts. However I am glad that some of the more rapacious developers are discouraged from trying around here.

The point is not that it's the OP's own fault for losing his or her wallet - after all most of us have done it at least once in our lives - but that the Metro Theater management has had a policy for years of making themselves unavailable to the public to comment or enquire about anything. There have been a number of occasions when I have wanted to draw their attention to something, but have been unable to find any way to contact them. And a friend recently experienced exactly the same problem as the OP. Perhaps a representative of the theater chain would post their contact information here for us.

In addition to SB Sheriff's Department (including Hostage Negotiation Team, K-9, SWAT, Bomb Squad, Helicopter unit), California Highway Patrol, Santa Barbara Police Department, Montecito Fire Department, Cal Trans, and American Medical and a partridge in a pear tree, I counted 9 police officers dressed in full military combat gear, uniforms, helmets, bullet-proof vests, etc. That along with an armored military vehicle.

All for one suicidal guy with a knife!

If this man wanted to commit suicide he would have picked a spot where he was not in the public eye. This was a cry for attention by a possibly mentally unstable individual. 501P, do whatever YOU want, but don't force it on everyone else. FYI, paper bags aren't great for the environment either and use a lot more resources than plastic.

I use minimal plastic bags and reuse them for pet waste, among a million other things. These bags are now recyclable since SB switched to Marborg only, unlike a couple years ago.

Single-use bags by whose definition??? Mine are NEVER used only once, neither are most of the people I know. It's a rule with self-riteous undertones at best.

None of us have been able to continue to live here because of the insane housing market. My parents were the last to have to leave. It was a wonderful place to grow up and now it's been crapped up, overdeveloped, LA'd & getto'd.

Total greenwashing nonsense. This ban unfairly targets the elderly, the handicapped, and the low income and provides no measurable environmental benefits, confirmed. Instead of a paper recyclable bag they now give you a bag shipped from overseas that has far more impact on the environment than a paper one. Feel good legislation that only hurts the residents and visitors of Carp. It is just matter of time before the ban is overturned. This ban was not favored by a majority of folks here in Carp and the majority will be heard.

First of all if one is headed out somewhere to take their own life why does the suicidal subject always wait around for law enforcement to get there (could take up to an hour). That never made sense to me, wouldnt you just do it so quickly that no one had time to stop you. Lastly, if you want to die so bad nobody should be allowed to tell you that it's illegal. I can't wait for doctor assisted suicide. If you don't want to be here you shouldn't have to be.

HealthNet is okay but make sure to get a referral from someone they like to be your primary, or interview your primary right after you choose him/her to see if they consider the money your health plan sends them to be theirs and will be reluctant to spend any of it by referring you to a specialist. How happy you will be with the health plan seems to be related to your relationship with your primary. Unfortunately most of the best doctors don't have any openings for new patients because this information has already been passed around by the existing patients.

Really I am looking forward to Obamacare as the current system only seems to be working well for the HMOs and their CEOs.

I thought the photos were terrific and helped tell the story. Kudos to those responsible for taking them and publishing them. We should not be ashamed for exposing life as it really is. We should not sugar coat the world. It is reality and we need to deal with it not hide from it. I served in Viet Nam with the US Marine Corp and those that remember the photos and videos of that war will recall they were a heck of a lot more horrific than these photos. The photos and videos that show the world as it is should always be shown.

For the most part I've been happy with Anthem's PPO (unhappy about where they've underbilled me for copay then caught it later and adjusted). You may pay more out of pocket with the PPO, but if you've got any health issues, it is so worth it. Freedom of choice and not having to wait or wonder if you'll get approved to see a specialist. I speak from personal experience since I have a rare condition caused by a tumor and have to occasionally go out of town to USC. I was on an HMO years ago and on the HMO your choices are limited and they seem more "stingy" about giving approval for things v.s. PPO.

464 was spot on. It doesn't matter how many games you play with "this money is just for this," the reality is that public money is regularly spent in non-frugal ways. There are too many bureaucrats, and too many special projects and districts, and not enough common sense and intelligent budgeting and spending.

Public employees are able to retire too young with too many benefits, and there are too many of them. I'd like to be able to eliminate some of the non-teaching staff and adjust the generous benefits, and then use those savings on true educational improvement.

I was educated here in the 60s & 70s, at the height of CA's educational arc. We did not have an entire county educational office full of non-teachers, attendance monitors, school security staff, and all these other extras. There was a principal and teachers, and my education was far better than what is being offered currently. Hold everyone accountable (including parents and children) and go back to the core mission. Throwing money at a broken system doesn't repair the system, it just delays the inevitable.

The need is said to be for low income housing to employ all those who work for minimum wages in the various commercial developments also approved by City and County government who are both just looking for more and more tax revenue. The City of Santa Barbara was found by the SBCAG jobs/housing study to be the one area where the jobs to housing deficit is most pronounced. Then there is the housing needs for those homeless or semi-homeless who are embraced by the City government of Santa Barbara for reasons that defy any logic. Doubtful that these pictured developments are intended to provide housing to any of these medium, low or no income residents.

It's illegal; below is from chp.ca.gov website:

1.The windshield and front driver's side and passenger's side windows cannot receive any aftermarket tinting.
2.If the rear window of a vehicle is tinted, the vehicle must have outside rearview mirrors on both sides.

The law prohibits any person from driving any motor vehicle with any object or material placed, displayed, installed, affixed, or applied upon the windshield or side or rear windows, with certain limited exceptions.
However, legislation signed into law effective January 1, 1999, exempts from the above prohibition specified clear, colorless, and transparent material that is installed, affixed, or applied to the front driver and passenger side windows for the specific purpose of reducing ultraviolet rays. If, as, or when this material becomes torn, bubbled or otherwise worn, it must be removed or replaced.

464 doesn't understand how taxes and bonds work and all the categories of funds that school districts work with. All the remodeling items 464 mentions are from a separate bond that was passed a few years ago. The bond was for facilities only and that is what it is being used for.
The parcel tax is not for facilities like you mention.

62p- nice turn of the tables, but i just did another search and i didn't find any news stories- north OR south county- reporting on Adam's extremist actions in the 1990's that many people might NOT have been aware of......yet we read every nook and cranny of Capps and Maldos tax issues. I agree- in the end its the voters, and the candidates themselves- but in this case, the repercussions will be felt countywide, from the bullying and intimidation of enforcement staff, to the rude hijacking of public meetings, and then some. In many ways, Joyce Howerton can also take credit for this tea party victory in SB county.

I do not have children, but pay tens of thousands dollars each year to educate other people's children, while parents get tens of thousands dollars in tax breaks. I actually support public education, but what I don't support are the financial shell games played by career school bureaucrats. At the same time the school district is crying poverty and begging the taxpayers for more, they put a new copper cupola on Peabody, new roads for La Colina, a new kitchen for Santa Barbara High, a complete remodel for San Marcos along with many other costly projects. For most homeowners who are having financial difficulties, the first impulse is probably not to do a major remodel on their home. It would be nice if our elected officials could learn similar restraint when spending other people's money. It would also be nice if parents could forgo that new BMW or Escalade and at least pay an equal share for their own children's education.

Go with Anthem PPO. My husband used to work for the University and we had Healthnet. We had a huge problem with them when our daughter broke her arm in a different city with their pre-approval process. It was a green willow break and needed to be completely broken to reset it, which meant hospitalization. The out of town hospital stabilized her arm and sent us back to SB because they were not certain Healthnet would pay. This delayed the operation 24 hours in which time she could not eat or drink.

To all of those who complain about development - how many of you can claim to be native born and "entitled" to live here? At some time in your lives, either you, your parents or grandparents were "new" to the area and needed housing. I know "developer" has been a dirty word around here for years but they are the people who take the risk to find the property that someone or family is willing to sell, then they have to get permits through a very expensive, long and arduous process and finally get the financing to be able to sell a house to you. Today land is so expensive, builders can't really afford to build inexpensive housing. So please take this into consideration before slamming every one in the real estate profession. By the way, I was not born here but have lived here since 1960, I went to UCSB and settled here to work and raise a family.

Great question! We had HealthNet for about 20 years without incident but SBCEO dropped them so I just about had a panic attack and took the Anthem PPO and have actually loved it, particularly when I had a need to see a doctor while visiting northern California. All I had to do was go to the Anthem PPO website and find a doctor to go to...no hassles, no calling anyone to report an out-of-area visit, etc. I can get to any specialist without a referral, and I can still see all of my regular doctors. No complaints.

Many of the artist and craftspeople in both the Yes Store and A Crimson Holiday also sell at the Santa Barbara Arts and Crafts Show, held every Sunday all year on Cabrillo Blvd. If you buy at the Beach Show the artist saves the high fees charged per sale to participate in these holiday stores.

I have HealthNet PPO with a $2800deductible. I pay a little over $300/mth. Never had to use it until this year. Had a minor heart attack. After deductible was met they paid for everything and am very happy with the care I received at both Cottage and Sansum.
2days in Cottage and a few follow ups with 1 outpatient procedure to fix a genetic defect. Total billed @$70K, total paid out of pocket: $2800.
So far, so good.

Dr. Adam Lowenstein (805-969-9004). He is amazing!! He took over Dr. Sheffield's practice when he retired. I had to have complete reconstruction after a double mastectomy and interviewed everyone in town, went UCLA and Johns Hopkins too, but ended up back in SB with Dr. Lowenstein. Extremely well educated, double board certified, and experienced. Top knotch skills.

Yes, we love to watch someone else's agony as it makes us feel compassionate for them and fearful that something awful is about to happen while we're helpless to stop it. Some people go to horror movies or play video games to get that rush, some jump out of perfectly good airplanes or paraglide... to each his/her own outlet to feel more alive.

437....70-200 f/4 lens (Canon) and the stationary hummers were just 1/200. Both of those two let me stay pretty close but then the pics are cropped. Would love a longer lens but they are pretty heavy to lug around!

The images taken at the nursery were 1/1250 and I was shooting into the light so as a result pretty dark. I was hiding behind a bush and was fairly close but he was moving very fast!!

Also, one of our best investments was in a wedding video done by REDMOND DIGITAL MEDIA. It is 7 minutes, they were very unobtrusive, yet, they captured the day amazingly! Tell them the Boubel/Lynch wedding recommended you.
