324 had it right, Casa ( the toilet ) turds ( the homeless ) the butt ( Mike F. ) A wile back when they were going to put the shelter in no matter what anyone said, a few police and city big wig's came around to stores telling us that the casa is there not only to feed and help the homeless but to all so keep an eye on them, as soon as they sign in that the shelter was responsibly for them and ANYTHING THEY DO !!!!! What happened to that ? There has always been homeless in that area, but when the city opened the shelter and invited them here from LA , well that was too much !!! A police officer ( one of the head guys at the time ) told me that the 911 calls for our little area ( about 5 or 6 blocks in all directions from the shelter ) whent from 125 a year to almost 700 a year , that was about there second year, and after hearing Rogers scanner I would say it's a lot higher now !!! Witch brings me back to , why isn't the BUTT taking responsibility for his turds actions ? ( at least the turds that made a mark on the sign in sheets ) I'm wondering if the ones that killed Ross S. and even Gloria were signed in ???

How can anyone coming around a blind curve avoid hitting an ambling horse and rider in the middle of the street on a state hwy? That is INSANE.

Please check with DMV or even the Sheriff's Office about the safety and legality of riding a horse on state highways rather than to the side.

In the early 70's I crossed Cathedral Oaks at the crosswalk at Alpha Center, on horseback. But even then I never would ride on Cathedral Oaks and I was a pre-teen.
I agree with your statement and desires, but they're fantastical. Please think self-preservation. And/or a different boarding site. Meant with good wishes.

I can only see the solar panels when I drive southbound on 101. Another thing to consider, and which I admit I am assuming, is that there is no other use for that land due to jail security issues.
Remember in the late 90's when one or more inmates got out of an unroofed or easily breached exercise yard, maybe with chain link over it? (Or did they add that after the breach?) Copters circled for hours. I worked in the area. At least there wasn't a lock down except at the jail itself.

We have work to do getting this turned around. Keep moving because this community is finally heading the right direction. Subdividing the various groups is step one.

The frail and the mentally disabled obviously will have different solutions and no one ever shirked societal responsibility for those. But the grifters by choice and addiction have played their last hand in Santa Barbara.

Ditch the term "homeless" first. Then identify the problem for what it is: vagrants by choice who abuse clear community guidelines. Zero tolerance is the new message.

There's no argument about neutering being the responsible thing to do, but there seems to be some argument about WHEN is optimal, in the dog's life. Many owners of male dogs feel that it is best to wait until he is 18-24 months old, or has reached sexual maturity, especially important with larger animals.

Done much sooner, neutering via castration, affects production of important growth hormones that are vital to developing a strong, durable bone structure. Also, done much younger, castration halts the production of male hormones, which can induce feminine behaviors and may not be the most desirable result in the eyes of many owners. The best course is to discuss the pros and cons with a veterinarian you trust, and who is familiar with the unique characteristics of your dog's breed.

651 interesting observation. It's not only the younger people. For the older generation the dog is filling the empty nest syndrome. Notice how many you see in the shopping carts at Home Depot...unless they have changed their policy.

I think everyone has their own reason for wanting to be accompanied by their dog. My walking partner would not think of going out without her little white, fluffy dog. She is single and I can't tell you how much attention that little dog gets her. Dogs do help you meet people that's for sure!:-)

I agree, 640. We've been long asked to be tolerant and wait for that next program, that next housing project, that next (insert fix here). Over a decade we've waited, being tolerant. Nothing fixes the problem when people wreak havoc in our area. Not even the police. The call for tolerance is long past the sell-by date. The time is now for the city to enforce the conditions it imposed on the shelter to prevent the problems in our area. The community has come together on this.

Anyone noticed dogs are now showing up everywhere - tons of them. Surprised this random biting isn't happening with more frequency since dogs are "wild". But the fashion trend of dragging the dog along like a purse or backpack (or kid?) is the curious phenomenon.

There has to be some sociology about this going on among this younger doggie generation, who expect their dogs now to be accommodated everywhere; instead of the other way around. I guess tattoos have now played out their shock value and now it's mutt in your mug.

Gee - the notices were posted on the street and on everyone's doors at various times last year and again this winter. The liquidamber trees are being removed, along with most of the Brazilian peppers and some of the ash, sidewalk and gutter concrete work is being repaired.replaced as needed, asphalt is being ground to match, potholes filled, cracks tar-sealed, and the entire road surface chip-sealed. New street trees will be planted - a mix of three species that grow well, but not too fast or too tall, have tap roots and not surface-spreading roots. There were also neighborhood informational meetings at the school and at a couple of homes too.

People - we live in a climate that favors shrubs, not trees. In case anyone has forgotten, shrubs photosynthesize just as trees do. Replace the nasty trees with shrubs. Hibiscus was a wonderful example, and would be still, but for the spread of the giant white-flies.

@SY, The community has come together. These posts speak quite loud and clear. That their conclusions do not match yours does not indicate indecision. The well-worn idea that this problem is all about hate and partisanship politics is becoming downright tiresome. It bugs the crap out of business owners when someone urinates and defecates in their parking lot. Tell me how that is about hate and partisanship and politics? There is serious frustration out there and people are growing tired of being scolded and called nasty, uncompassionate, or whatever buzzword is currently used to elicit guilt. Getting a finger wagged in my face by someone who calls me names does not make me feel like opening my wallet. It has the opposite effect. Now I just want to dig in my heels more. Tired of it.

My Father was from the depression era = any theft was not tolerated. they lived on a farm and got hit with hoof and mouth disease and lost all their cows in 30 days - forced to move to town -

Town of 160 people - At age 9 - i found a wallet with 1200 dollars in it - the women had come to town to pay off her farm loan - i took it to my dad who called the lady - she gave me 10 dollars reward - back in the day that was alot - I taught my kids the same -

Soon, Google FutureView(tm) will predict everything that will happen and there won't even be a need for cameras. Waaaaay too close.... check out the NOAA regs, if that seal so much as lifts its head up to look at the kayakers, they are in violation of the Marine Mammal Protection Act....

There have been many complaints called in by the people at the Childrens Pool in La Jolla as well as off the carp bluffs for actions like this....

Harbor seals are very fragile and need to be protected because there are only 2 places that they haul out between Pt. Conception and the mexican boarder....

Please reconsider your actions and consider the feelings of the poor harbor seal!!!

I hope that the polution from the greenhouse fire is low. Such black smoke though. Obviously fuel involved from a boiler - perhaps plastics too. Some of the growers in Carpinteria are very observant of environmental impacts and make every effort to use sustainable practices. I'm glad to have them as neighbors.

note the parallel veination on the leaves and how they are attached to the bulb. This will help. It may be a hybrid between two genuses so not identifiable unless by an expert, but good luck!

What kind of a human would walk away after an attack by their dog, especially on a child?

You hear this happening often at the beaches where dogs run loose, maybe a bigger fine would be in order. What's $100.00, not enough to encourage most owners to be responsible.

Of course the lawsuit will follow and the parents or anyone who is attacked would be perfectly justified.

The original story said this photo was from a different event/fundraiser, that she knows the dog bit the girl, gave falsified information to the parent.

I'm seriously sick of people who take biting dogs out in public. One went after my husband at Oak Park (tied to a tree on a very long line, family picnicking nearby), another bit me at the French Festival (it came up and began licking my leg, I bent down and held out my hand to say hi, it bit me). Both owners clearly knew and the second admitted her dog bites.

I too hope the little girl is okay, and is able to have happy experiences with well-socialized and trained dogs in the future.

note--there is some reverse bias towards tours, especially the mini-buses--because of rowdy weekend (think batchelorette party) drinkers. Try to find a small group tour to get into the more intimate tasting rooms, some of which ban the bigger group tours.

The mural is on it's way down now. One panel has already been removed and they were getting ready to take down the 2nd one. There's a HUGE crane on site to pluck the sections of the mural up and move them. It's quite the sad sight to see them going but I'm happy they're being preserved.

Woman in photo's got a lanyard around her neck--keys or ID? She certainly looks like an 'upstanding type' but the smile on her face is strangely out of place given these circumstances.

Whoever the owner/dog sitter, they would KNOW a dog bite must be documented with owner's contact info. Who DOESN'T know about rabies shot series if the dog cannot be found?? A friends' boy was bitten in St. Louis and after dozens of posters at businesses, a door-to-door neighborhood campaign, the dog was found to be properly vaccinated, one day before the shot series was to begin. The owner knew the dog bit the boy, yet rode away on her bicycle. sheesh.

@ Dilly...you state that homeless sevices have been cut the last four yrs...? Please tell us taxpayers HOW? The City continually gives MILLION$ of our local taxpayer funds to the homeless industry. Wave to the "chronic homeless" who are now in nice new condos at Carrillo and Castillo. There is another condo complex for vagrants who waited in line going up on Cota St. We are a city of 90,000. How much are we supposed to give? We throw more money at the homeless per capita than ANY OTHER City of 90,000 or for that matter 190,000. When are the handouts going to stop? When is enough? How many people does SB County and City have to employ to mangage this transient population at the cost of the true locals who pay taxes?

I have not seen homeless assistance decreasing in the last few years. How many more assisted living developments have popped up in that time? How many more shelters do we have now compared to years ago? Dilly Dally can you please explain to me why it would be so terrible to have work done in exchange for services provided? Would it not make an individual feel better knowing they worked for the things they get and deter those who would abuse the services by taking so they do not have to work? Cracking down on illegal aliens will help in more than just the homeless getting jobs, it will stop the depression of wages in many fields. This in no way excuses a person from having to work for a living. Either they get a job or while they are looking they can do work in exchange for services. It is not okay for an individual to spend their day drunk or high and then expect those of us who work to pay for their food and medical expenses.

DOGMOM is right--a friend consulted a animal communicator when her dog jumped out of her car while she'd parked for a few moments at her mechanics, scared by a loud noise. He was on the loose in Santa Maria (he'd never been there before) for almost a week. The communicator could visualize a street, a trailer park, the dog's whereabouts (hiding in shrubbery by day) etc. The elderly folks in the park were putting out water and food but Lou would not them come near (he was trained never to go with strangers) My friend was able to find the neighborhood and ultimately her Mr Lou, from the communicator's description of colors of buildings, surroundings, etc.

Administrators work 12 months and teachers only work 180 days a year. This is one reason their salaries look different.

Teachers can work anywhere they want for the rest of the year or not, their choice. So their full year take-home amount will be quite different than just what you see they get paid for the teaching 180 days. Plus be sure to add in approx $10,000 year in benefits if you just see their base salary schedule.

Then add per capita what the district has to pay STRS retirement every year now that this fund is performing so badly.

Hourly rates for most administrators and teachers is similar - just the numbers of days working differ.

I read these Edhat boards and people complain (with good reason) about the homeless problem all the time. But when the time comes to vote, pro-homeless candidates like Cathy "Bus Tokens" Murrillo get elected instead of people who actually want to do something about the problem like Sharon Byrne or Michael Self. So, are those of us who want to see something done about homeless problem in the minority or are people like us just not voting? If it's the former, then I suppose there's not much you can do about that. But if it's because we're not voting, then we have nobody to blame but ourselves. I, for one, can't wait to vote Mayor Schneider out of office in 2013.

Agreed with some others: the photo is weird. Whoever this photo came from likely knows who she is, or at least if you posted what it's from (like if it's from a magazine article on a fundraiser at X's home, I bet X might know her). Hope they find the owner, whether it's this woman or not.

Eye-brain function is an integral part of my horticultural life. I'm constantly ID'ing everything I see. I often wonder what others without horticultural backgrounds see when they are out and about in nature. "tree" "grass" "yellow daisy" etc. For me it's down to species and variety. I embrace this, it makes my life so rich, yet I wonder what my brain activity would be if I was say, a piano teacher. Would I "hear" every sound as music?

I know this guy, too. None of us had any idea at all. Unfortunately, when things like this happen with someone the victim knows, it's not so simple... Victims question themselves, doubt themselves.... Being a survivor of something similar myself, it breaks my heart that any of these women (no, I do not know who they are & had never heard about the incidents before I read it on edhat) have one second of doubting themselves. If I had known anything, I would have been the first one to spit in his face & call the police.

Previous threads have contained comments suggesting the women aren't so innocent.... Irrelevant. A rapist is a person who rapes. Rape is ALWAYS the fault of the rapist. ALWAYS. In this case, I think he purposely preyed on his friends, like many sexual predators do, to create doubt on the victim's side. I hope I never see him again in real life....

To the women who thought he was your friend.... He is a disgusting, dishonorable predator. While perhaps you were drunk or something else, you do not deserve what he did TO you, and we all have to stick together.... Please get the help you need, and please help make sure at least this piece of s**t can't keep preying on us!!!! Whoever suggested you not call the police was so beyond wrong..... Please, please.... the rape crisis center is on your side.... And so am I. There is help, I promise.

Santa Barbara screen and shade were a real nightmare for
us. They picked up shredded shade (dog) that was part of a batch of roman shades we had ordered and installed by them, about 5 years ago, and 4 of our door screens, in early June. Then we heard nothing. No call back, nothing.
When we called them at the end of June, they had no idea what we were talking about. A week later, "they are all lost".
Now, July 17th we demanded to speak to owner, and all mysteriously turned up! S.B.Screen and Shade used to be a very reliable, company with great customer service, but were sold about 4 years ago. Sad.

@535 services for homeless have been steadily decreasing for the last 4 years and the problem has gotten worse in response. There is a lot of wealth and opulence compared to other places, I dont think that is debatable but go ahead and try. That excess leads to more "scraps" for those that need them.

I am certainly not advocating for taking them into our homes, not sure where that came from. Not me.

You appear to have missed the point of 298152P's posting. It seems that over the course of my life-to-date, more and more laws prohibiting this, and censuring that, have been foisted on us all to the degree that anyone with a decent memory, feels appreciably less free today than was the case, say, 30 or more years ago.

As an example of the kind of regulation that is symptomatic of government turning into a dictatorship, how about the regulations that cause the police to issue citations to little kids selling lemonade in front of their home, because they didn't apply for and pay the fees for a municipal business license? This is totally asinine harassment of the public.

By the way, how did you enjoy your last TSA groping at the airport?

@342, what pont is incorrect? How dont they carry weight? Or is it just because you disagree? In other words they dont carry weight with you. I took time to make points that are relavant and based in fact. Your post had no rebuttal and had no constructive suggestions, that would be the definition of meaningless.

How do you propose we get rid of the addicts and criminals? How do we efficiently deprive them of services while the "others" are caught in the safety net. It is easy to say but very hard to do. CE is a safety net, so is subsidized housing, so are the soup kitchens and the parking lots for safe overnight parking. The most undesirable of the people being discussed dont qualify or take advantage of most services. They are too high, too sick, too unstable, and too violent to get along in large groups.

In case you missed it, and I suspect you did, I am not advocating for the status quo, none of my comments can be remotely construed that way. I think we have a problem. However I dont think the answer is as simple as a lot of frustrated people wish it was.

Here are some ideas I think are worth discussing;
-More officers on the ground at all hours to crack down on criminal behavior. Specifically on foot downtown, in parks and on milpas and in cars in the surrounding neighborhoods. That will be expensive and I am willing to pay a tax increase for results. -Crack down on the hiring of illegal alliens so that homeless have more jobs available to them and as a result fewer will be homeless and desperate.
-Invest in new city and county parks. There are several large unused areas that are unsupervised havens for the homeless(like the area by El Camino school on Old San Marcos).

A lot of guessing here. But I do agree with the comment on call your city or county. You do have way more power than you think, especially if you mobilize your neighbors and attend meetings. In S B, trees have to be "noticed" and there is always at least one meeting (sometimes 2 or 3 - tree committee, park and rec, city council) you can attend to protest tree removal.

DILLYDALLY: Blaming a nebulous outside force encourages these people to continue not taking personal responsibility. Why not try an experiment? How about if the city pares down their services? If the number of problem people sleeping on doorsteps, etc. increases, return to status quo. If not, continue until the situation becomes manageable and acceptable to business and residents. There aren't as many over the top wealthy people here as you think there are by the way. And you have no idea what each individual contributes to society in the way of social assistance. Unless you have taken in so many transients that your house is full your preaching carries zero weight.

@461P Depends entirely upon where the "couple" of them are parked, certainly would not be popular in front of your house I wouldn't think. Who would be tolerant of that? I would not like a 'Wall' parked in front of my home or anywhere on my street...it's an eyesore, plain and simple. While I feel for the people who are struggling, the solution should not be for everyone else, being forced to tolerate folks living on the streets in RV's. It's a "recreational vehicle" by definition, not a home.

Rob and family was a next door neighbor (across the creek) in Montecito when my oldest son was growing up. They were the best of friends, were on the wrestling team at SB High together and joined the Marine Corps together.
I am astounded that his killer has not been brought to trial or sent to state prision yet!

One of our volunteers who lives in Carpinteria is working with Animal Medical Clinic and Dr. Smith to try to catch the dog. They are close and hope to have her captured tonight. She needs medical care asap. Apparently, she was abandoned at her house by her owners and is scared of the world.

What's wrong with dropping their names? It is all part of the SB culture... catering to them and to tourists is what our city is about and what has ruined anything "community" about Santa Barbara!

Fact is that we have a great deal of celebs that own homes here and yet we don't hear about how they are doing things to help out our "little town". Why not? It's sad! I remember being a kid and seeing Jonathan Winters downtown and we always left him alone even though we were HUGE fans of Mork & Mindy so we were excited. Where is the respect for our city? Why don't these "stars" help it shine again? Who cares about the Film Festival? I would rather feel safe walking down the street after dark.

What does the city gain from having Casa Esperanza? The do-gooder set can congratulate themselves that people can come here, homeless, from anywhere in the US, and get help because Santa Barbara is just that special. If Casa were not here, we would have hundreds fewer transients roaming our streets that ARE NOT FROM HERE. Casa advertises for 'clients' and brings them in from other jurisdictions. Now they're importing them from the jail. They have to keep growing the business, remember?

Neutering and spaying is not the only way to go, it's just the easiest to apply by way of ordinance, and generates revenue for the County shelter in the process.

Many unlicensed pets is why the County Staff were going door to door last summer in Santa Maria checking for barking dogs at houses that did not list any licensed pets.

If the Santa Marian's were foolish enough to answer their doors, they got info about licensing. Once the dogs are licensed, the fees are steep for not updating the license yearly.

Once the County is ready to deal with the complaints from South County residents, they will be going door to door down here too.

The question is not being framed properly. Casa has been placed in the wrong neighborhood and thus is providing reverse incentives for poor behavior due to the proximity of alcohol and begging opportunities. If casa was placed in an abandoned hangar on city property near the airport, there would be fewer opportunities for this behavior.

My limited knowledge of actual educator to administrator salaries indicated that admins make a a minimum of nearly triple what any teacher earns. I personally know several high school teachers (math, science, english, etc.) locally who may not have a jobs next year because of budget constraints, while SBHS last year hired yet ANOTHER vice principal (makes 4, I think, plus the head principal) who does little of note besides chat and text via school isued iPad while feeding a gestapoesque atmosphere of in class spying and intimidation, while they've eliminated even more teaching positions.

If you want another tragic chapter in the education saga, just inquire as to how summer school now works. Hint; it's mostly without teachers...

Great place, used to be lots of German Brown trout in that lake! Pelch & Sons (anyone remember them) told me the day of the week that the Ranger wasn't up there and we would go up and catch a stringer in no time flat. That is until the Ranger changed his day and we got caught.

I view the "raping his friends" wording as a way to show the seriousness of the crime. His alleged victims were people that knew and trusted him and he violated them. Not that the act itself is any worse than raping someone he didn't know, but it shows the predatory nature of this guy that he took advantage of people he knew would trust him to give them a ride home safely.

@444P & 472 You are right about not trying to leash a strange dog, especially one that is frightened/injured. That said, I, like 472 , have picked up at least 10 "on-the-run" dogs, over the years. It takes a lot of patience.
Worst part of it is SOMETIMES finding out the owners are stupid. Saying things like "Oh, he would have come home on his own" (this said of a small dog miles from home and found right next to a freeway onramp).
First thing you should have done, aside from calling Carp Animal Control (dropped ball, Carp AC!), was to advertise online & put up brightly colored posters.
SB News-Press will place a FREE found ad for five days & renew it free. Calling the after-hours county pet lost & found hotline--- great suggestion.
I would have called Carp Mayor and asked why Animal Control wasn't trying to get this dog. They do have live traps, don't they?

@298438. This kind of situation is not within the scope of the Santa Barbara Humane Society's services. They take "owner turn in" pets for adoption and offer low-cost spay/neuter/vaccines as well. They do not come out and trap strays.

"The Pit" refers to the hang-out area where there fire pit used to be and "arroyo" can also refer to a "creek", "stream", "(noun not verb) wash" or "(river or stream) "outlet", so "Arroyo Burro" means "Donkey Creek".

From the Public Information Officer, City of Goleta: If you search on Monarch Press, you can click on the link to the July issue which has two articles about the ordinance.

Certain large vehicles are prohibited on the 13 streets as mentioned above and this went into effect after the signs were posted in June.

On Sept. 20, the oversized vehicle ordinance will go into effect and that says that no person may park or leave standing any large vehicle upon any street within a residential area or a commercial area of the City between the hours of 7:30 a.m. and 4 p.m., Monday through Friday. There are exceptions and you can get a no-fee permit for times when you are actively loading or unloading your vehicle. Again, you can go on the City's website and search for Monarch Press and find the whole article. I will also try to have the 13 streets posted in a fashion that is more easy to find. Thanks for the heads up.

I've twice turned in wallets -- Costco and the Goleta library -- which I'm guessing slipped out of men's back pockets. But I was really surprised the other evening to find an OPEN handbag in an unattended shopping cart at a local supermarket. I flagged the closest female shopper -- it was hers and she didn't seem concerned. She was so blase about it that I wonder now if she was an undercover officer.

The actual name of the beach is Arroyo Burro Beach. Arroyo means a natural depression (ditch/pit). Sometimes you'll hear Arroyo Grande called "the Big Ditch". Same thing for "Hendry's".

Go check out how many unwanted dogs and cats there are at any shelter, look at their sad eyes, then check stats on how many, many animals are euthanized every day. Neutering and spaying is the only way to go. Neutering will help keep your dog from wandering away as an added benefit.

My parents and grandparents were from very humble and poor origins but they never tolerated theft or dishonesty at all costs.

Instead of paying up to $8 per person per year to SB County Animal Control for their help, Carpenteria has their own Animal Control officer (like SB City) and pays local vets to board strays that are found in the City limits. They like what they have and don't see any reason to change it. Their AC officer has already responded to this situation and that is a good sign.

The local rescue groups are stretching their budgets to provide medical care for the animals in their shelter. K-9 Pals at the county shelter is spending up to $12,000/month to provide special food and vet care for the shelter dogs there. But since the groups (DAWG, C4P, HS) all love dogs, they will try their best to help this stray if they can.

If it ends up at the County shelter, K-9 Pals will be the group that provides the care for this pup.

I always carry a leash and treats in my car and have rescued numerous dogs just in my regular travels around town. If you can lure her in with food and water, maybe into a car or yard, you can contain her for the experts to tend to. Good Luck!! I would hope that if my dog was lost, some good soul would help her.

I would be willing to spay/neuter my dog if they could do a surgery similar to tying the tubes like they do in human sterilization. Ripping everything out for a the very high fee the vet's charge is barbaric and as long as this is still a "FREE" country I choose NOT to do this to my animal. A couple people parking their RVs or work trucks on the street isn't a big deal. Lots of people doing so becomes a big deal. People being inconsiderate of their neighbors, their situations, and their impacts, means more rules and regulations, which is not what I want government to be doing. No wonder government at all levels is overwhelmed, overwhelming, broke, and broken. They've taken to enforcing common sense and consideration. We can't afford this.

I also think it stinks that a few long term Goleta residents that are currently struggling, so were living inconspicuously on the streets in RVs, are being forced out. I hope not to join them, but with this economy, that's a big wish.

I just called the city and left a message for the code enforcement officer (who should know what those 13 streets are), to please get online and post the list to this discussion (and perhaps to post it to their web site and make that findable too). I remember reading the list previously, but a 5 minute search left me unable to find that reference. (It is the streets that currently have RVs and trucks regularly parked on them -- south Ward Drive, the stretch of Los Carneros by City Hall and the athletic club, Winchester Canyon near the Timbers restaurant, etc.)

School budgets are in trouble because so much goes out for all staff salaries and benefits, including the increasingly irresponsible management of the teachers retirement fund projected to earn over 7% interest to sustain its promised benefits, but is currently earning a little over 1%.

This is where you education dollar is going and why there are no pencils and paper for little Sean's classroom. Because it is all going out the back door to fund decades of these irresponsible benefits and perks now going to teachers long retired.

Teachers unions have controlled local school board elections far too long and their only concern is their own pocketbooks, not your kid's education. The problem is not administrator's or anyone else's salaries and benefits. It is who you elect to the school boards who hand them out.

Just For Now: I think the local shelter would have an injured dog go into foster care. At least that's what they do with some of the other animals (the bunnies, namely).
Try to get it into a confined space where it'd be easier to catch, then call AC. Or try calling some of the local places (DAWG, K9 Pals, Care4Paws, etc) & see what suggestions they have. I'm guessing they'll have better ideas than a group of random people on the internet.

There are volunteer rescue groups for nearly every breed of dog out there. They are usually pretty easy to locate through a simple Google search. You might want to try reaching out to one of these groups directly, as they are usually able to provide medical care and probably re-home the dog in a stable and loving environment. Shelters, although they serve a necessary role, can be a very traumatizing experience for a dog, especially when injured.

You should never try to put a lead on an injured dog yourself. Especially one who runs when you get close. Anything can happen no matter how sweet the dog appears. Being restrained suddenly is very frightening for a fearful injured dog. This needs to be handled by professionals. It would be better to put out food to try to lure her into a secure yard then call animal control. Have you spoken to all the neighbors ? You can also call the lost pet hotline. Perhaps she wasn't dumped and has been lost for a while. It's sad but many people give up looking for their pets after a couple weeks assuming the worst.

We have put up with everyone elses. We want to follow the law just looking for clarification-you might see us at Goleta Beach cleaning the Trailer out (with the generator running)

Most of these commenters seem to think the problems will go away if Casa Esperanza is closed. That will not happen.

These people are at the bottom rung of the ladder and have nowhere else to go except maybe jail. And it is cheaper to fund Casa Esperanza at $1 million/yr than to provide jail slots for 200 homeless at $50K/yr. If I do the math, that is closer to $10 million/yr.

Maybe we should get together and give those businesses like Ramirez some money to find a new place and move. That way he wouldn't have to suffer the brunt of the burden that the homeless place on the area. How about raising taxes on the liquor stores to pay for it?

It is a misnomer to think that the community could not find a safe sane and rational way to allow the springs to be available.

Now more then ever it is important to have things like these special springs to be available.

Land Trust for Santa Barbara County refused to consider other options. They said the expertise was not in the community. That is a lie.

Again this is a fraud against the community.

The real issue is a primitive spring in an urban area. The springs need some development and management.

Hot springs enthusiasts trying to keep this a secret and continue with the illicit status quo of these last 50 years will not work either.

Land Trust is nothing but sinister not having the springs specifically being discussed within the entire community.

I asked a person in charge of SB City Animal Control how many dogs were licensed in the City and they said 4,000. The national Humane Society says 40% of all households have a least one dog. Like many things in Santa Barbara, what used to work decades ago is no longer available due to misuse. I was up at the hot springs last winter. No one was around, but the "bathing" area was yukky mud and trash surrounded the area. No way would I have used even the mud for health reasons. Natural places like that suffer droughts and too many people. The Tea Gardens used to be accessible in the 50s and 60s until skate boarders and other vandals made a mess out of graffiti on the walls and reservoirs and knocked over the water bowls along the road. Now no one can go up. Who can blame the owners who become highly liable were something dangerous to happen, no matter who might be to blame? Let's use this wonderful Land Trust gift to the public for some spectacular hikes and recreation.

Getting rid of services for homeless will increase the amount of homeless sleeping on the streets, in your businesses, begging on corners, and committing crimes. Just like closing jails would cause more criminals to be on the street.

If you havent noticed SB has survivable weather year round, is a low crime area (violence against homeless is a rapidly growing crime), and has lots of wealth and excess (for scrounging and begging). Those draws dont go away when you close shelters and get rid of services.

The problems with homeless does seem to be getting worse lately. Doesn't much of the blame go to the economy? In the last 3-5 years there are a lot more homeless people and a lot less services. Clearly doing less is not working. So lets talk about what we can do differently but also get real and understand that doing nothing is not the answer.

I want to thank the many kind people who restore my faith in humanity through my wildlife work. Recently a young man spent an hour in the Ralph's parking lot helping me chase and capture a beautiful Cooper's Hawk with a broken wing. The bird is doing fine now. He had seen her hours earlier and I couldn't find anyone who could get out there quickly. These birds can run nearly as fast as they fly, and it was not an easy task capturing her. I have a knee disability, but together we were able to corner her and get her to safety. For every person who does not care, I find an unexpected angel like Justin. I want to thank all of you who are willing to assist us in our heart's work, whether you transport the animal to us yourself, or leave a donation at the vet's office, we are a group of dedicated volunteers who welcome any assistance we can get.

Funny this was brought up.A little known fact is that the migratory bird act of 1918 places protections on many species including the northern mockingbird. One of the criteria put in place is protection of breeding animals and a mandate which prohibits pruning, mowing, or destroying breeding habitat during the breeding season. (Mar.-Aug.) These protections are violated all the time in our area and elsewhere. (Especially at our env't conscious University)

Agree with 344.... as a resident of NOLETA, I'm worried too that our streets will become the dumping ground (literally) for RV dwellers and their dilapidated RV's, and other "things" deemed to big for Goleta streets.

I'm hoping the CHP with help with enforcement, but I've not had any luck with them in the past. The sole parking enforcement officer is a tad overworked, nice guy, but not very responsive....sigh.

They are Ash trees? I read that Ash is now considered a "nuisance species," because in addition to their thirsty roots, they drop zillions of seeds which germinate and invade freely. I have a xeriscaped front yard that I hardly ever water, and still the neighbor's ash seeds germinate constantly, putting down long tap roots that are difficult to pull. The ground cover in my yard is ash leaves; they do make a good cover, but are a problem if you don't want leaves on the ground. Though pretty, they're not good choices for street trees, particularly in a place with sidewalks.

Wouldn't it be nice if the new Chamber President would encourage the downtown businesses to clean their storefronts and sidewalks daily as was done years ago, or hire someone to hose off the area in front of their stores.

There is no reason for a beautiful tourist city like ours to stink and look scruffy.

Our downtown should look as clean and beautiful as Palm Springs, Victoria BC and little Ojai. Civic pride encouraged by the Chamber of Commerce works not only to attract tourism, but to encourage more shopping by the locals.

After 12 years of transients stealing from our garage, urinating and defecating in our driveway and having to walk through a gauntlet of leering drunks every time we wished to enter our property, we had enough. Good luck to the MCA, although until the Casa is closed, I fear you are fighting a losing battle.

It is absolutely necessary in my lines of work and I applaud the research. I am always fascinated by eye/brain study and research. It is one of those aspects to human physical evolution and development that makes even devout atheists believe in a deity or divine intervention. Simply beyond our grasp at the moment...fascinating.

That is a beautiful little Mockingbird. They do usually hatch two clutches per season. Mockingbirds are one of our most beautiful songbirds and you were blessed to have the opportunity to see life in progress. At the wildlife center we receive so many babies whose homes were destroyed, thank you for doing the right thing. Some think that it's just easy to destroy the nest and give the babies to us, but it's a longer, much more stressful process to freedom than it is when the babies are raised by their parents. If you have any questions about babies or bird behavior call the Santa Barbara Wildlife Care Network at 681-1080. Please be patient if we cannot speak to you immediately. It is our busiest season and we are understaffed and very, very busy saving lives!

Excuse me 320 but there is evidence. The nature of the wounds is evidence, as has been mentioned above. The nature of wounds is used as evidence all the time in courts of law. Perhaps it wasn't explained well enough, but I will add that, I used to be a regular volunteer at the SBWCN seabird pond. We saw many pelicans with intentionally slit pouches. Some people have been caught doing it. I personally rescued a juvenile pelican found lying on the beach, dehydrated, gasping, unable to fly: its wings had been deliberately broken at both "elbow" joints, leaving bloody bone poking through skin. Two perfectly symmetrical breaks, easy to do with thin bird bones. It had to be euthanized. Pelicans are amazing birds, very intelligent, with distinct personalities, very playful and interactive with humans. I encourage anyone who wants a very cool animal experience to try a volunteer shift at the seabird pond--must not be squeamish about fish or poo.

Seems to me that services, ie. work, to be required for meals and housing provided. The general S. Milpas area is littered. The TJ's parking lot, back of the Tobacco store stinks of urine.

The USFS is intent on taking the springs. At that time they will start to talk to the public about what will occur. CA Fish and Wildlife will get involved. Between a federal agency and a state agency the inappropriate and excessive taking of the springs will be taken care of for environmental issues. The springs are coming back as a creek at that point people will be figuring how to soak. Once hot springs form a creek again this will be a catch 22 and then the USFS will have to devise a plan to deal with it's "attractive nuisance". The springs will then become known nationally. Land Trust and the donors will eventually rue the day that they gave it to the USFS to allow access 24/7/365. This will backfire. The wise choice would have been to deal with the springs like Arroyo Hondo.

The police need to cite people who steal shopping carts for theft as they cost the stores lots of money. Some cities actually enforce the law on this issue.

I'm also for shutting down this enabling institution. It's ruining SB by attracting transients from all over the country. Many longtime residents don't feel safe downtown.

By making it so easy for homeless people to come here and not work, our leaders, our donors and places like Casa are ruining the city for those of us that work and work just to live paycheck to paycheck. This town could prosper if the money was put towards things tha hardworking and tax paying locals really need, like better schools for our kids, cleaner and safer parks and beaches, etc. SB is a cesspool and transient haven, it's so danged sad that these out of towners mean more to the city leaders than the rest of us.

I have worked near the "Casa" since before it was a transient enabling center (Fiesta Furniture). You don't have to be a sociologist to see the social DISASTER that has resulted from the feeding/hangout center on Cacique St. The problem is a giant spider web that has trapped us all. The stores all profit as does Pacific Beverage Co, who sell the cheap beer, vodka and cigarettes. The County Social network (Counselors,Drug/Alcohol Program directors, Non-Profit Administrators, Housing Authority Employees) ALL profit and NEED the homeless-transients-urban campers to be here or they loose their place in the Santa Barbara food chain. THAT is the problem- They encourage these "clients" to come here from across the United States. Even our Mayor supports the homeless by providing "chronic homeless housing" and writing checks with OUR tax dollars to support the Casa et al....

I don't know if the opinion is accurate; I do know that in other, larger districts (try Los Angeles), no single school has one superintendent. A superintendent typically oversees several schools (ie grade schools, middle schools, high schools). One super for a school of this size appears unbalanced, especially in light of the fact that teachers are being laid off and classes cut. When each Santa Ynez Valley School has its own superintendent, a closer look, is essential. Is it about the salary or the students?

Why doesn't Casa Esperanza require people to be sober? Inviting drugs and alcohol into the neighborhood with the promise of free services is not very smart. And now Foley says that in order for Casa to provide the community patrols the city needs to pay for it? Is this person confused. You do not make an agreement and then say the other party has to pay for the things I agreed to do. They have tried their way I think it is time Casa patrol and make certain their "clientele" do not loiter and negatively effect the surrounding neighborhood or close down. They should definitely require sobriety in exchange for services. Quit enabling and ensuring you have repeat business and actually start helping the homeless.

The homeless don't come to Santa Barbara to get a job and heal their lives. There are few jobs available here and plenty of students and illegal immigrants willing to work for poverty wages. THE HOMELESS COME TO SANTA BARBARA TO GIVE UP. And Santa Barbara, like an unfit parent, continues to enable those who refuse to work. This is all about choices. Santa Barbara has gives plenty of money to to CE and other homeless programs, and subsidizes 17% of the residential property in town - but never has enough to educate our children or keep a full staffing of police and firefighters. That has been our choice because of the leaders that we've elected.

Why does everyone automatically assume that this awful injury was caused by a human with malicious intent? Why is it that when it comes to animals, so many people are willing to immediately suspend their critical thinking? Come on, folks... If it was purposefully caused by a person, then the person should be punished (either in this lifetime or the next), definitely - but there is no evidence either way. I sure hope you people who rush to judgement never sit on a jury involving a case for me or anyone I care about!

The Land Trust owns the land, but the water and pipes are owned by 7 different water companies. Their storage tank easily seen from the beginning of Hot Springs Trail. Home owners in the area must pay for water just like anyone else. They do not have private ownership of the water.

It is not trespassing to hike this area, as there is a legal 'right of way' to pass through, not camp. It is however illegal to tap into the water companies' pipes and water. It is the water companies who have workers periodically tear down any hot tubs that people build there.

Trees don't "enter sewer lines" by themselves. The lines develop cracks and leaks and the tree roots grow toward the water. When this happens you need to have your pipes replaced not the trees.

These numbers are not correct, and Ms. deWerd's rant is full of inaccuracies. Google her name and you will find a long history of such attacks on this particular superintendent. Dr. Turnbull's excellent fiscal management has saved SYVUHSD despite years of poor decision making and the current economy. He's definitely earned his salary, especially since he took over a principalship in addition to his own job in order to save the district money and retain a teaching position. Ms. deWerd is just mad because one of the hard decisions he had to make was to cut an expensive, elitist program that Ms. deWerd liked a few years back. Since then she's been on a bizarre vendetta against the district, which is a real shame. It's doing well & needs our support.

No, no conviction, no trial, no publicity -- except for the driver of the getaway vehicle, Brittany Weiler, who pleaded and so got probation. (She was recently in the news for being the birthday girl at a party at the Mesa where three were arrested for stabbing another. Associating with such apparently had no effect on her probation.)

Shocking. Justice so delayed is no justice; word of mouth is that the trial is now scheduled for October.

This is Exhibit A of what is wrong with our public education system! Not only is there not enough money in most school system budgets to buy basic supplies but our students don't even compare well with those in much poorer countries!

Stop the madness! Why do we so richly compensate administrators who are doing such a poor job? Buy state of the art supplies and facilities first, then pay the teachers and with what's left over, pay the administrators.

By the way, where is all of the lottery money?

The County's ordinance has been in effect for 2 years. Can they show that it has had an impact on the numbers of dogs yet? Many of the dogs in my neighborhood that never leave their yard are unlicensed and intact so I'm thinking that the numbers of puppies are about the same as before the ordinance.

They have been using a storm drain to get to the beach, so now they are replacing this route with an undercrossing that is designed for pedestrians. At least that's how I understand it.

What I don't get is why this project is expected to last until 2016. does anyone know why it will take 4 yrs to to do this? Just get it done!

Tubs were built when the hotel there was. They are an attractive nuisance, if there is an accident the Land Trust would likely be sued. My grandma used to sneak in at night with friends, c. 1908 or so. People using the trails were trespassing on private property before bought by the Land Trust, could have been closed at any time and Montecito would have lost access to a wonderful area. I rode my horse there often with friends in the 1950s.

@298260P There is an existing undercrossing that is being replaced by a new undercrossing. The original one was never really meant for pedestrian use, the new one is. The overpass mentioned int he article is up at Bates.

Because all the Ash trees (Fraxinus) planted in that neighborhood were a mistake at the time those houses were built. Sure, they're fast growing, lovely shade trees but the hazards and costs associated with damage to sidewalks and sewers from their highly invasive roots makes them not an appropriate street tree. That's why cities have Street Tree Masterplan's now.

NO MERCURY!!! There are three main springs in the canyon. I have mineral analysis of all three. The lowest spring IS an arsenic spring. Not only is there no mercury in the water, the sulphur in the water binds to mercury. I soaked daily while working on an experimental project using much mercury during the eighties. These are a real blessing to humanity and health, we need continued access for more centuries.

The Land Trust for purchasing and preserving our most treasured open spaces.
