I'm all for these signs and spots. I almost hit a 2 or 3 year old child in a parking lot. She was too short for me to see when I looked in the rear view mirrors and she was walking right behind my car. Her idiot father was not holding her hand or carrying her.....it should have been the latter.

I have been very appreciative of the stings because I cross State St. four times each day walking to work and back. Last year very few people would stop for me when I was in the middle of the street. Many would just look straight ahead and ignore me. A few would speed up. I wondered what had happened to Santa Barbara and I wondered if the law had been changed while I was gone for awhile. Now, a lot more people stop and it feels safer to cross. I don't feel like I am testing fate, but I know I have to be on guard.

775, good point. And as more and more Los Angelenos and others move into Montecito more and more of what it made it special is destroyed, leveled and rebuilt into mansions, notable only for how much they cost. Those of us who knew it back when are saddened.

While I think it's wrong for someone to steal your chairs, I do not agree with "reserving" parade space. It's frustrating enough that I rarely attend a SB parade as I can never get a good spot to watch.

Please do try contacting the owners first. Let them know when the dogs bark as they may not know. Our dog was fine when she was younger, but as she has gotten older, she does not like it when we leave, and she barks. We would have no idea if the neighbors didn't tell us. She doesn't bark when we're home (except at skunks.) I live close to Mesa Lane and heard the coyotes a couple nights ago too. It is different than the domestic dogs, but got some of the domestic dogs to bark with them. Now for noisy people....that's our neighbor problem...

821 - You should complain, but perhaps start with talking with the owners of the dogs and also your other neighbors - they may have information about why there is a problem. And there is a problem - not with the dogs, but with their owners. I am a long time dog owner - and my dogs bark as all dogs do when there is a disturbance or an intrusion. But constant barking until late at night is a sign of neglect or some other form of mistreatment - it is not normal dog behavior, at least for the vast majority of dogs. Keep that in mind as you try to correct the problem

I can definitely confirm that Mesa dog owners aren't the best bunch as far as barking goes. My message is this: if you are a dog owner and live on Mesa and leave your dog(s) outside, based on the number of dogs I hear for hours everyday, your dog *IS* barking while you are away. I live off of Fellowship, and the owners of dogs at 444 Fellowship and 480 Fellowship must not realize that their dogs bark regularly and it is very annoying...maybe if people see their addresses here, they'll do something about their dogs? In fact, the two dogs at 444 have been barking for the past 3 hours almost none-stop. Based on past experience, they won't stop until around midnight or 1 in the morning. I'm fed up - I'm calling animal control on Monday.

Thanks, David. I didn't get to the parade this year - it's gotten a bit too large, too crowded for my tastes, remembering the early Solstices. Thanks for the reminders. Maybe next year, I tell myself. Today, I had to drive to Ventura in the morning and was struck by the huge amount of northbound traffic, stop and go from La Conchita almost to Carpinteria.

After reading this report and seeing the pictures, I went to the tennis courts around 6; I walked around, asked people and no one there had seen the bird - not surprising since the first post here was more than two hours earlier. The pelican pictured is a very young juvenile, three or four months old, probably, just in from the nesting areas off Anacapa. The young ones are not very capable of hunting and, as a result, often starve or hang around piers where fishermen feed them ... and they get hooked. If you see one again, please call the SBWCN 681-1080. (I did call June and she had gotten a call, a message about it.) Thanks for being concerned, OP!

This debate has again drifted from the original subject and has also again been tainted with personal attack and insults. The question is, are the law enforcement officers going about this issue the right way? Or are they abusing their power and creating a different danger in the process. Is there a better way to educate drivers about crosswalks?

I called SCWCN. I didn't want to see them berated for not responding & didn't want a bunch of people saying "CALL!" but no one doing so. I told them that the bird looked fine & healthy, and to see this thread before responding. It IS good to be too careful. It's also good to be educated. June was to be contacted; few know more than she. Bless her heart, and ALL the Wildlife Care Network peeps!

Whenever I have wanted something local and unique, I always have good luck at SB Arts in La Arcada. They have stuff from local artists, not made in China stuff that says Santa Barbara on it. And Yeah - I got my Edhat t-shirt there, too!! =]

You cannot put employee unions on both sides of the bargaining table and not have a decline in present services while present county tax dollars increasingly are used to fund prior employee service. Keep reading what I wrote until this sinks in. The county must cut present services to pay for retired county worker benefits. This is how it works. You can thank all the prior progressive county supervisors for this mess we are in today: #1 Naomi Schwartz (R.I.P) #2 Susan Rose and #3 Gail Marshall did a lot of damage when they were the county supervisor majority. This happened in plain site and you voters keep replacing them with more of the same in South County: #1 Carbajal, #2 Wolf and #3 Farr. Remember the next time you vote: do not put employee unions on both sides of the bargaining table. In the county, in the city and on school boards. Because this is what you get.

I confronted the perv as my sister called police after my husband showed me what was going on. I wanted to slap the perv but he left so quick. I can't believe the girls didn't know what was happening to them. The 3 unpaid hosts, one part-time paid employee and several County SWAP workers do/have done all the work at Goleta. The current live in ranger is retiring and will not be replaced with another live-in. Its cheaper to use work campers who provide their own housing and don't receive a salary or benefits than maintain a residence for an on-site ranger. It was a myth that on-site rangers were available 24/7 anyway - experience was they mostly worked to rule and rarely were available 'after hours'.

There may be an issue here, but the camp hosts I've encountered have been good, well-meaning citizens, no matter where they're from. The ones I've met are older, retired adults who take their jobs seriously and are competent to fulfill their duties. They don't deserve abuse for taking a job. I do rue the loss of the live-in rangers. They know the job & the needs better than anyone; I've worked with them as a county employee. But this is not surprising in light of the money crunch. A place like Goleta Beach would seem to benefit from such oversight. Did they lose their ranger also? Or just the pierman?

This was the worst Solstice parade ever. To many non-local loud mass groups with over-amplified music and no cute, homemade costumes. It stalled forever for no reason and it lost all its punch. The food booths were all commercial operations and they had a huge long line to get tickets and then huge long lines to get your food - definitely not worth it. Far better off downtown. Some of the family floats and costumes were cute, but they were few and far between if you could stand having your ears get blasted off. The half dozen accordion players were the best part that brought genuine smiles and applause. The large noisy troops brought grim revulsion. No longer local, no longer acoustic only, no longer fun and spontaneous. No longer anything to bother attending. Passing of an era. Stick a fork in it, Solstice is DOA.

I support the efforts of the police to give wake-up calls to drivers that they (we) don't own the streets, that they belong to all of us, including pedestrians who have rights to safety. As a pedestrian crossing Milpas and Milpas area streets with my little dog on his/our walks, I am often nervous. Similarly on Cabrillo Boulevard. As a driver, I know that sometimes pedestrians are hard to see on a four-lane street. And, finally, I don't think warnings would do it. This is a society valuing money and only if hit in our pocketbooks do we respond. At the same time, the police need to be aware of concern about the practice. Maybe their next publicized sting they would invite beforehand representatives from the media to observe exactly how it is done?

Today was the first Solstice Parade where we saw kids throwing cascarones at the floats as hard as they could, and occasionally at participants...with their parents 'egging' them on. Most of the float riders looked a bit shocked, and a couple made a show out of cleaning off the 'mess'. The behavior did chip some paint and leave marks, not to mention the risk of egg shell in an eye. This kind of aggressiveness seems un-Solstice-like, but maybe times have changed.

I saw the Palmantari KEYT report, and I was surprised that the fans were using marking pens to write stuff like "Michael, We Love You" on the rock wall at the Ranch entrance. Maybe the owner is going to just sandblast it next week, but if I was that guy, I'd be pretty upset. The Palm didn't say anything on camera to the graffiti-ers either - KEYT seemed to be encouraging the trespass and vandalism. This is what passes for local news these days.

Sadly, there are many "Type A" folks in SB. When there's a traffic light, there's a cycle, or a button, to compel drivers to stop. But many intersections and crosswalks in town have no signal, and the pedestrian depends on drivers complying with State Law, which gives pedestrians right of way. Many times I wait at a marked crosswalk, as drivers speed up, rather than stop for the 15 seconds it would have taken me to safely cross. In busy traffic, I'll wait 15-20 minutes for a sufficient "break" in car traffic, to venture into the crosswalk. Understand that the pedestrian, who may also be in a hurry, may already have yielded the right of way to 25-50 drivers, who consciously chose NOT to do the considerate and safe thing. Try to think: "Let peace begin with you and me."

Try being a pedestrian and crossing a busy street in this town, especially on Milpas or De La Vina streets before you castigate the sting operations. People tend to drive unconsciously and don't look at the bigger road picture, much less at possible pedestrians crossing at the crosswalks.

I very much agree that policies and actions need to be questioned and not blindly followed. It's similar to audits of policies and procedures in business. It identifies waste as well as new ideas. As the original post is written it sounds like the SBPD may be creating a separate dangerous situation with this sting. Maybe not, we haven't heard from SBPD. The way I understand it, the pedestrian may have the right of way, but that does not allow them to create a dangerous situation by stepping out into traffic when it is not safe to do so.

What SBPD is doing is illegal. The PD is claiming that the "decoy" is not stepping into the crosswalk unless traffic is clear for 200 feet from the intersection. PD is also claiming that the motorcycle cops have an unobstructed view of the street for 200 feet in both directions. In fact the "decoy" steps out into the crosswalk with cars just a few feet from the intersection. This gives the motorists no chance to see the "decoy" in time to react and stop before the crosswalk. The motorcycle cops who cite the motorists hide behind buildings and can only see the crosswalk, not 200 feet up and down the street. The motor cops then lie in their reports by saying the motorist was 200 feet from the intersection when the "decoy" stepped into the crosswalk. The cops then lie under oath if the case goes to court.

Thanks again UH. Can you tell me where the name Nun's comes from? I have heard different stories as to why. I've been told the sleuces were for dead cattle and pigs from the trains. They would slide off the ones that could not be sold and that would attract the sharks and that's how it became know as sharks cove. Bobby Korner aka the carpet market kid is a cito classic. Got to surf with him and here all his stories growing up.

Those of us down on Milpas St applaud when the SBPD does stings at Ortega and Milpas, or Yanonali and Milpas. Those stings generate the highest number of tickets, and we know why: these crosswalks are hard to recognize, the lanes are wide so it's hard to see a pedestrian at either end, and most people don't stop. Two fatalities. Bad street signal engineering, certainly. But that leaves SBPD as the only way to change driver behavior. We're glad to see them do this.

It always amazes me that so many people respond to an opinion with a personal attack. I believe that if you can't stick to the subject of the debate you shouldn't participate. I applaud the OP for the article written. Is there a better way to enforce the crosswalk laws? From the descriptions I read, maybe. Are there inconsiderate drivers on the road? Absolutely. Are there better uses for the SBPD limited resources? I think so. (just my opinion)

Agree 100% with this post. First the laws on walking a crosswalk are written with vague intent and do not cover the assumptions most people have of the rights held by a pedestrian. Second, common sense and courtesy does not suggest that as soon as you walk up to a corner you have the "right" to jump in the street. This mentality is physically detremental to the pedestrian that the law is attempting to protect. Third, it's way more dangerous for everyone when a car slams on it's brakes because the driver is paranoid about breaking the law because a person reaches the corner. Talk about propensity for rear-end collisions. Look both ways and cross like your life depends on it. IT does. Laws do not protect you. They only protect the next guy.

I was always taught that, even if still on the curb, one should stop for pedestrians. I guess a warning might be effective, but if we're going to deploy the police in this manner, ticket revenue helps finance the extra time spent. It would be nice if we all followed the Golden Rule, but unfortunately enough people don't, causing injury and death to some of us. There have been times I haven't stopped when someone is standing waiting to cross, because maybe I didn't see them in time, but always regret that I didn't and am grateful an office didn't see me drive by without stopping, so the stings make me more vigilant even out here is Noleta/Goleta.

As a pedestrian and a bicyclist somewhat anyway I usually give vehicles the right of way. I have been hit several times in my my life and the arthritis SUCKS! I am grateful for the police entrapment because not everyone stops and is as nice as some of the motorists that read Edhat. Just the other day on the very day of the sting I was in the crosswalk at Cabrillo and Anacapa and someone in a medium sized SUV violated my right of way. Two otter SUVs stopped for me. I guess maybe the scanner hanging out of my pocket might have helped..Har De Har Har.

If either of these guys have parents with homeowner's insurance and they were on their way back to where their parents live there is probably coverage for their belongings under their parent's home owner's policies... the auto insurance folks should tell them that, they are young and probably don't have much, they will be fine and I am sure that they will enjoy shopping for new clothes.

672--you are right in that I offered no "facts"--the device is somewhat rhetorical and not needed for the argument for which I apologize. But I would point out that the proponents of these operations have offered no "facts" to show they are effective in anything other than fund raising. My view is that almost no one intentionally threatens a pedestrian in a cross walk and that the line between violation and non-violation is very slim. I still believe warnings would be as effective in deterring such conduct as are fines.

If you feel like you would get rear ended if you stop too quickly then you are traveling too fast. Milpas is very wide when you have to cross on foot, has 2 schools with kids everywhere and has become a speedway to motorists. Slow down, give pedestrians the right of way. It only takes seconds.

Proof that Hackett is right is the fact that this enforcement would be just as effective with a warning. But "pedestrian safety" is just a way to make palatable this revenue enhancing entrapment. It is analogous to the enforcement of the no parking on street sweeping days laws where the forces of the city sweep down on the streets in large numbers (last Wednesday I saw three enforcement vehicles hanging on Mission Street) to write as many tickets as possible even if the street sweeper has already cleanded that area.

When I am driving a car near a cross walk I try to be cautious despite the parents who stand and linger at the mouth of a crosswalk or the kids tease and play and linger at the mouth of a crosswalk because metal crushes flesh...and then family of flesh crushes leather and paper (my wallet.)

As a pedestrain commuter, I appreciate the focus on this topic. Nearly every morning and evening, I have to dodge cars while within my boundaries. Yesterday after work, I had a great experience. While waiting to cross at a four corner intersection with 2 lanes of traffic flowing toward me, a SBPD patrol car stopped to give me my right away (and the other lane of cars relucantly followed suit). Thank you to that officer for caring about my safety as a pedestrian and illustrating to the other drivers the proper protocol.

Perhaps it is the bread that is attracting/feeding the rats. It is not a favor to any wild animal to feed it in the wild, it favors only the generalists, like rats and squirrels, who will eat anything and then outcompete the specialists which depend on that specific habitat to survive, such as the Soras in the reeds. Compost your old bread and watch the ducks and geese from afar.

It is not a simple as you think 557. It's never black and white. If it was your dad was sitting in a trailer up north eating dog food because someone took every cent of his retirement you might look at it differently. This is not just about taking a few rich peoples money. If your mom lost more than half of the retirement she worked he whole life for to these idiots you might think 11 years was not enough. It's about theft of hard working peoples money, it's about forgery, stealing peoples cars, collecting sales tax and keeping the money, it's about cheating and living a lifestyle you cant afford. Were talking about more than $6,000,000 over a 6 year period so blaming it on the economy does not work. I would be the first to agree that 4 years for rape is unbelievable BUT that in itself does not make 11 and 13 years for what these 2 common criminals did unjust.

Schwan Brothers removed a pool for me earlier this year, get a couple estimates from the company's listed in the other comments too- I believe that the permit requires punching holes in the bottom of the pool after draining it of course, removing all pool material down 30" from top of ground, filling pool with the broken concrete and gravel, laying a filter fabric over the top oif this, and placing layers of compacted fill dirt on top of this, then re-grading the area for proper drainage.

These comments point out the falacy of "bulbouts" in the context of legal and safety issues. A vehicle must yield to a pedestrian in a crosswalk or at an intersection even if there is no crosswalk. The pedestrian acquires the right away by stepping from the curb. In a conventional crossing a pedestrian stepping from the curb is still in a position of relative safety and refuge and approaching vehicles must then yield to the pedestrian. Where there is a "bulbout" the pedestrian has no refuge. Stepping from the curb the pedestrian is stepping right into an active traffic lane and it is too late for a vehicle to react to the switch in rights of way from car to pedestrian.

Since the refuge is named after Huguette Clark's sister and is across from Ms. Clark's mansion, perhaps the executors of her estate would be willing to consider coughing up a few thousand dollars the tens of millions in her estate to bring the bird refuge back to its earlier splendor.

I second SeedLady's suggestion. I always bring organic Santa Barbara pistachios--always the plain, salted organic and then one or more bags of the flavored ones (usually Hickory Smoked). If I need to send a "Santa Barbara" gift, I also send Santa Barbara pistachios (in that case, I order them online and have them shipped). Everyone that I have given these to has loved them and, coming from back East, there is just something somewhat exotic in my mind about pistachios grown locally here in California!

I stand a foot into the crosswalk at several points during my walk to work. From this vantage, I can maintain clear eye contact with the dozens of cars whizzing within inches of me as I wait for one person to obey the law. This column and its author do a disservice to the problem of inconsiderate lawbreaking drivers in town.

It's entrapment. Creating a crime to make an arrest. My father wrote an editorial about police entrapment in 1952. It hasn't got better. If they can't catch criminals, the answer is not to make them. No, I haven't been caught in entrapment. By the way, a sting is when you con a con man.

I have ALWAYS stopped for pedestrians, not only in crosswalks, but who jaywalk as well. But this whole "sting" thing has made me absolutely paranoid, so I now routinely abruptly stop for people who are just standing on a corner looking as if they MIGHT want to cross the street. Usually, these are folks on cell phones just hanging out right at the edge of the curb, but who knows for sure? One time on De la Vina Street, a guy behind me had to slam on his brakes and swerve into the other lane to avoid hitting me after I did one of these false stops after sensing that the lady at the curb's edge was about to step in front of me. She didn't. So thank you, SBPD, you have now made at least one driver more accident-prone by this whole sting operation.
