I'd be glad to provide data about the reclaimed water plant. But the City's website skips over the details.
"The City’s Recycled Water Project was developed in two phases. Phase I was completed in July 1989, and Phase II was completed in May 1991..... In October 2015, the City began distributing recycled water from the newly constructed Tertiary Treatment facility."

So what happened between 1991 and 2015?

The fact remains that when we needed this water, during the start of the drought, it was not available. Ms. Bjork was in charge of this division at that time. Even the construction project was delayed by 3 months because they ordered the wrong filters.

Try and find the actual volumes they are delivering on their website. It is not available. The latest stuff I can find is from 2013.

While the movie might be fiction; children being taught to steal for the benefit of Adults (who would be subject to a fine or jail time if they got caught stealing) is centuries old. I had an experience like this in Paris, it was young Romany/Gypsy women, one was quite young. I caught them, even documented it. I for one appreciate the warning and will be on the look out - this is precisely the type of street crime we need to vigilantly work to keep from taking hold in our community.

A few years back two guys were riding their bicycles passed me near my house I felt something as they passed me and turned. One of the guys had his hand full on my wallet in my back pocket I dropped him it happened so quick that I wasn't quite sure of what was going on it happens all the time. The easy hits are when woman leave their purses in the grocery carts I coulda got 4 the last time I went shopping in T.J.'s on Milpas in 15 minutes time.

I wish they'd stake out the crosswalk from Alan Road to Hendry's Beach on some of these busy summer weekends. I regularly see cars run through that one while people are in the crosswalk, often without even slowing down.

Two weeks ago someone fitting this same description stole a wallet from our neighbor. He was crossing the street and they bumped into him. I can tell you they targeted him for a reason. I can also tell you I would never be targeted just by the look on my face. Dont approach me or speak to me for any reason. My hand is on my purse and in front of me, at ALL times.Beware.

I don't think 605 has ever been anywhere where pick-pocketing is common. I've caught pick pocketers on two separate occasions. One in Italy and once in Argentina. Usually schemes just like you described, someone creates a distraction and the little kids sneak into a pocket or purse without you noticing. Even when you notice it, you're not entirely certain it happened it's so subtle.

I'm actually surprised we don't have this more in the US. I guess American criminals are less skilled. Here you just get mugged.

331, in that particular area, bikes outnumber cars and if that were to change you would need a dozen new multistory parking structures, dozens of new busses, and a hundred new traffic lights. Be careful what you wish for. In this case, as a frequent commuter along the names route (bike, car, and occasionally bus or even shoe leather) for several decades I assure everyone that the problem wasn't lack of good bike lanes or separated bike paths. I would speculate that either the biker, the driver, or both, did something dumb with tragic consequences.

Did someone miss "it was a few times a year treat"?
Now and again, fast food is not going to kill anyone. Especially on a vacation with kids, McD's is a good stop.
However, there would be nowhere near the number of fast food places if people were making home cooked meals for their kids.
As for parenting, I think a concern with nutrition usually goes along with a lot of other good parenting practices, like limiting screen time and encouraging exercise, and family dinners. At least, that's true among people that I know.
And yes, the quality of McDs is nowhere near what it was in the early years...the 1960s in the rural area where I lived.

be careful of sprouts. They literally gutted that nice vons. they removed the ceilings, floors -- everything - it was a fully functioning and quite nice store and they tore everything out. what a waste of this planets resources. little paint would have gone a long way.

I can remember reading articles when I was a kid that claimed that "hamburgers" and "pizza pie" weren't real food and couldn't be nutritious. I remember thinking, wait a minute--a hamburger has meat, bread, and vegetables: lettuce, tomatoes, and onions. How can that not be a complete meal? And pizza: bread, tomato (sauce), and meat and vegetables. I figured I was right and they were wrong, haha! And that was a looong time ago! I agree that the fast food hambugers now (at least at McD) are nothing like the real beef and fresh vegetable burgers we used to get (anybody remember A&W with the car hops? HUGE burgers for 25 cents?), but still, lots of kids like to eat at McD least once in awhile. And yes, it is a pain when you have to park, unbuckle the kids and go inside just to pick up your meal. My kids have grown up healthy, I don't think it hurt them a bit.

the vitriol, judgmentalism and hate that is rampant today is really getting tiring. my parents took us to fast food joints, and burger places. we were not obese. nor did we have health problems. it was also balanced with home cooked meals as well. plus, we got outside. so who is anyone to make rude, judgmental comments about anyone taking their kids there - do you know these people? Maybe the problem isn't McD's maybe its the parents who let their kids sit in front of screens day after day rather than having them play outside. Why not comment on that? Seriously people. Keep your eyes on your own house, not anyone elses.

575, I grew up in the 50s having been born in the late 40s. Both of my parents worked but due to going to Boy Scouts, playing little league, etc we ate fast food. This is not something that just became prevalent in the 60s.

Rex, if that's true, then why did the City choose bikes over cars? Do they think their seats are safe?

At least my Council Member voted against the plan to convert Chino St.

The Indy article didn't say anything about blocking Chino St, just that Chino and Gillespie will be converted to 1 way streets to put a bike lane on each.

Converting portions of DeLaVina to one lane is going to cause a lot of problems.

So the City Council is now in the position of picking winners and losers.

Where do I send my donation for the lawsuit that will be brought by the Micheltorena residents as the EIR lied about how much the project would cost as the City Planners don't know how to do their jobs.

Widening the streets to allow a bike lane at the intersections is going to cost- a lot.

If they're going to eliminate on-street parking, then they need to make sure they have enough off-street parking for development. But that ship has sailed.

How about marking the on-street parking spaces so that the parking-impaired people don't take up more than one space?

Homeowners, get your trash cans ready to save the parking in front of your house!

Unfortunately, the rest of us have to pay for everyone's bad food choices. Don't have kids if you can't provide quality nutrition. When fast food first became widespread in the 1960s, it was a few times a year treat. Now it's the lazy parents' go-to joint. Somehow, a lot of us managed to raise kids and find the time for home-cooked meals, even with both parents working.

The reclaim filter was not in "disrepair". The city had to get ready for NEW ENVIRO REGULATIONS ie tubidity. We had to spend $$$$$ because of useless regulations. Wierd you didn't read that in the INDY? wow could they be biased?

MISTA there is little hope of breaking the cycle you speak of because those in the liberal (so-called progressive) camp do not understand the concept of "tough love" and believe it is more important to keep these dysfunctional families together and replicate their disastrous outcomes, than to insure the children are in stable and positive homes where they may have a chance to get on a productive pathway. These welfare families need to be broken up for the good of the children not funded by the government.

2. There seems to be some confusion between the Recycling plant and the Desalination plant.

The Recycling Plant was back in action starting November 2015, thus That means we are sending 100s of ac-ft of potable water to keep the Caltrans vegetation and golf course watered is utter BS.

487 - "Backwater sludgespewers?" That's a new one! Yeah well anyway. I own a home in Goleta and soon after I bought it, I lost my job (company was bought out and moved out of SB). I then got a job in downtown SB that is too far to "walk or bike" to and I was certainly not about to move my family again or say no to the job just so I could bike to it!

In this town and in this job market, you don't just "live closer to work." You get what you can and take it. Well, unless you are a single 20 something that only has him/herself to care about.

Also, I have 2 kids that go to school and play sports and I also coach baseball. Soooo, how am I supposed to drop the kids off at school on the way to work, carry all my baseball gear, drop them off and pick them up at practice, plus my wife buying groceries for the 4 of us at least once a week, on a BIKE?

Please tell me that before you tell me to "go back to Hermosa/Huntington".....whatever that means.

Checkpoints are highly visible, highly publicized events meant to deter drinking and driving in the first place. Checkpoints have been shown to have the potential to lower DUI fatality rates by up to 20 percent by virtue of their deterrence. People go through them, drive past them, hear about them via multiple grapevines and get the ongoing impression that drunk driving is dangerous, socially unacceptable, and that law enforcement is actively looking for it.

Patrols are meant to catch active drunks, get them off the streets and prosecute them. Patrols have little deterrent value, but high enforcement value. They are both good tactics and both should be in the arsenal of DUI combating tactics, along with others. In terms of catching drunks, nothing beats patrols. In terms of saving lives, nothing beats checkpoints.

Given the fact that bicycle traffic is being mixed with motor vehicle traffic, which is inherently and irreconcilably dangerous, state law needs to be changed. As more and more bicyclists are encouraged and cajoled into riding bikes as a solution to traffic congestion it is no coincidence that the number of bicycle accidents are increasing and invariably the injuries occurring are to the bike riders. Therefor all bike riders need to have mandatory injury insurance and licensing under state law much like automobile drivers. The false assumption, that the auto drivers and their public liability insurance will cover the injury, must be dispelled. It is often NOT the fault of the automobile drive when an injury accident occurs, it is often the fault of the bicyclist!

517P, 517P, the sentence tells you that over 400 collisions resulting in injury to either the driver, passengers, or pedestrian were investigated over that period. A few of these resulted in deaths.

Really, it's not that hard.

About these stings, the stinger is usually wearing a bright orange safety vest. If you see one of those at a crosswalk, slam on your brakes. You might also get a new car out of it when the driver behind you rearends you. And a lucrative whiplash injury to boot.

497 blaming a single person for the desal fiasco is ridiculous and naive. I have very strong opinions about the plant, not positive, but I would never blame one person, that doesn't make any sense.

The golf course is municipally owned and, most importantly, is watered using RECLAIMED WATER. As in, non-potable. Shoreline also uses reclaimed water, as does the waterfront. I doubt the school does for health reasons, but it's possible they do too. Even so, that grass is used by a very high number of kids, it's a lot different than you watering your front lawn so that only you can use it - use at a school is much, much more dense.

The idea of putting prisoners to work is a good one but cannot be successful under current laws. It was tried before. Crooks being crooks, a few of them figured they could "work the system" and contrive all kinds of fake or questionable injuries while "working" ! In as much as they are covered by California Workers Compensation laws these prisoner work programs failed and were deemed not worth the hassle and expense.

Regarding the releases and stopping it, best to be informed. These releases are no different than daily releases to the south coast. It's used for cities and individuals.

The agreement is really state law. You cannot divert water to the south coast without first protecting the water rights in the original source.

Just because the river is used as the delivery does not make it a waste.

If it weren't for the political clout of some "connected" people in 'Cito, and the willingness of a government biologist to declare the Steelhead "extinct" in the Santa Ynez river, lake Cachuma wouldn't even exist. In his autobiography, T. M. Storke said that even back in the late '40s when strings were being pulled to get Bradburry dam built, migratory fish were protected by federal law and the whole thing was "a wink & a nod" deal that some .01% types made happen through sheer force of will.

Ever since Cachuma dropped below 50%, some people have gotten this silly idea that if California has x amount of water in the entire state, it should be divied up & evenly distributed to every citizen, and therefor, the evil farmers are "wasting our water" - that isn't even close to how 'water rights' actually work.

So management has their collective bargaining (aka corporate HQ) and workers have theirs in the form of unions. The only ones not at the table is the consumer. Sure the old adage that the consumer can walk to the competition worked at a time when there were multiple grocery stores to choose from but today they have all been bought up by the same corporate giant whose fiduciary responsibility isn't to their customers but their shareholders.

So you want workers to have a greater share of corporate profits? Are you willing to pay for it out of your own pocket? Coz that's where it is going to come from. Shareholders won't do with less and management won't do with less and workers want more. Remember who's not at the table and whose purchasing power is reduced year over year.

Sorry but someone who truly tried to hang themselves would not be able to overpower anyone. Just from reading what little is here I think the hanging attempt was an poorly planned attempt at escape. I hung myself in a jail cell once the boot lace I used held acouple seconds before snapping I was unable to function a few moments.....I know Santa Barbara County Jail Sucks I have been there. Given the choice for inmates to work outdoors I'm sure a few of them would. Not all inmates are there waiting for court and trial some have been sentenced and are doing their times. Isn't there a inmate in there doing 20 years? I read about one guy a few years ago...One of the worse things about the Santa Barbara County Jail is the Air piped through the damn place there is mold and between them you get this scrap in your lungs that never leaves I still have that scrap after 20 years. I think the only Sheriff since I have been around who halfway cared about the inmates was John Carpenter he kept the place clean and running smooth although Medical help always sucked in there until Sheriff Brown came along. Now if there is any question about an inmates health they call 911. I hear a lot of Medical Emergencies up there some are code 2 for transport. I think Sheriff Brown does the best he can with what he has.

Goleta's General Plan zoned this property for ag. Goleta's City council CANNOT rezone this or any other remaining parcel of 10 or more acres unless it is approved by a vote of Goleta citizens. That’s because in 2012, put voters passed the Goodland Coalition’s Goleta Ag Protection initiative by 71%. Thank you Goodland Coalition! But the Shelby property, just west of the Glen Annie Golf Course, escaped the protection of the protection initiative by filing a development proposal before the initiative was voted on. Now Shelby wants its property re-zoned for 60 houses. It will be up to Goleta voters to say that with over 1,000 new housing units approved or built in Goleta recently, we really don't need to rezone any more ag for housing. Let's hold council candidates' feet to the fire when 2 Goleta Council seats are up for election.

People need to lose the idea that companies have an unlimited ability to just pay their employees "more," without pegging government-mandated benefit increases to actual store earnings. It's absurd. Recent wage mandates have already put many more marginal but beloved businesses in Seattle and SF out of business. Where are all the fabulous employee benefits now? It's a pipe dream to think that "employers" across the board can be saddled with the costs of a social safety net. "Employers" is an extremely non-standardized category and one size does not fit all.

I agree, the union needs to state its specifics. In the meantime, I will never cross a picket line. Btw TJ's is WAY cheaper than Whole FU, and is only beaten price-wise by Ralph's in the category of fresh veg and fruit.

422, it's OK, you just can't see the ingredients lists beyond your ever-growing nose. I'm talking about dyes and preservatives, obviously. It's just the truth. My only reason for posting is that Sprouts is just trying to capitalize on this health trend while the quality is awful and their "food" is poisonous, but unlike Whole Foods, which many people criticize for being perceived as expensive, is actually what you should be paying if you were getting groceries produced without slave wages. WF is also not so expensive; you could look for values in raw ingredients, rather than microwaveable boxes of mac n cheese. Whole Foods supports community growers, supports American labor as much as possible, attempts to promote fair wages and provides a very clean, varied selection of fresh food with lots of help in every section. You can tell a lot about a place by the employees. Do the people at Vons look happy? WF is far from perfect, but Sprouts is much further.

Think about it. If it was to generate revenue, why would they publicize it? Keep it quiet so you can rake in more bucks, right? And as it being a revenue generator, police departments normally get little and most often nothing from the tickets they write. The CHP gets none at all, ever. Cities get a little; counties get some; the courts get a pretty good share for building, operating and security; emergency medical services get some for cleaning up after crashes; the state gets some; there is some for getting DNA samples from those in jail, and the list goes on.

If you really want to protest the cost of a ticket, there is a foolproof way to do it, to thwart their evil, money grubbing intentions. Just don’t break the laws! No violation, no ticket, no revenue generated to the government! What could be simpler? Done deal. Starve them with compliance.


Since pedestrians account for nearly 25 of all roadway fatalities, don't you think that deserves some extra attention?

The woman slumped-over in her wheelchair on State street, is a regular. I think her name is Kathy. I talk with her occasionally, because I believe that with a little conversation, you find out how interesting people are.

I just talked with her a few days ago, around the 600blk State, and she didn't smell like urine, and had a haircut. She has a lot of problems with everything. Sounds like it's mostly legal issues..... wrongful foreclosure of her house, stolen paperwork etc.... I can just listen.....

Everybody has different needs/wants. I tend to love the latest trend on young ladies at the beach. I see older ladies look at the same girls with disdain. Can't we all just get along? Wonder how I will be received in a thong at Butterfly? Bet the law will want to write me a ticket, yet pause writing my ticket to watch a nice looking young lady strut by in hers, before turning back to me to finish the ticket.

Swarfmaster-I think you're right. It's really sad that the people who already made it in better times are having such a tough for everyone else attitude and those who are also struggling are saying well if I get paid peanuts you should too. Instead, all workers should unite against the corporations that are making a killing, paying their top corporate officers massively and paying out large dividends to their shareholders.

486P, KEYT had it as the lead story on the news last night. Plant delayed until at least January.

Remember that Rebecca Bjork let the reclaimed water plant slip into disrepair and was rewarded with the Public Works Director job. That means we are sending 100s of ac-ft of potable water to keep the Caltrans vegetation and golf course watered.

Yesterday afternoon the La Cumbre Jr High School was watering the fields after spreading fertilizer as they have been doing for weeks.

Crisis? What crisis?

Really, 489? We share a planet with about 8 billion people. You want peace and quiet, you will have to make more of an effort than simply demanding it in order to find it.

I like the idea of snagging pedestrians. If I had a nickel for every time one nonchalantly wandered onto a crosswalk with their face buried in a cell phone, I'd be a rich woman indeed.

(I actually had a pedestrian literally WALK INTO my parked car. Saw her coming straight for me while she was texting, and videoed it for good measure, so that she couldn't allege that I collided with HER. A stunning show!)

Oh snap- I forgot that if you're lazy you'll never make a livable wage- FALSE. The people making these statements are the reason why unions exist in the first place.

I work at a non Union shop here in town and let me tell you, it's better than working at a union shop but not by much - especially when you help a population with so many entitled, selfish, and condescending consumers that don't treat you like a person- all looking to over-serve themselves on samples and complain about terrible service or long lines without consideration that maybe the cashier isn't trying to ruin your life because you don't know how to use a chip reader.

Not everyone that shops at my store does it- and as a local in this town I can say a lot of them do- and I'd be willing to bet that it's these same clowns that can't treat people like people.

At the end of the day people - you just need to be kind.

I've got an idea. Let's do an experiment. Vons et al can raise their minimum wage to $50 an hour and let's see what will happen. My guess is milk will cost $12 gal and reg steak will run you $40 a pound. Then you will see a REAL boycott at those stores. One bright side is workers will be laid off and might end up in higher paying industry once the grocery cord is cut.

The rhetoric you use, Mista, is very Trumpian. Here is a case of another mentally ill inmate who was no doubt neglected from the start. Do you have any idea what kind of mental anguish is involved when someone tries to kill themselves? Incarceration in a hell hole like SBCJ only makes it worse. Let me guess that you don't even think that far because you're too used to defining certain racial and economic groups as "the other". They're not human to you. 485, That was one of the wiser things the Goleta City Council did. If they want another Mickey D's drive-through, there's one on Fairview, just north of Hollister. Adding more congestion in that, more idling fumes would have been a mistake.

Great - they're going to ticket pedestrians... Over 400 pedestrian fatalities in Goleta in the past three years... That's crazy! I hope that while they're out there, they can at least cite all of the Harleys, male-ego compensation trucks and rice cars that are all illegally modified (removal of muffling systems) to make an enormous amount of racket that bothers everyone. We are all sick of this pointless noise! Demand peace and quiet again.

I greatly support this. A lot of people want to bike, but are intimidated by traffic - wouldn't you be? I don't bike anymore - got hit by a car that was running a red light very late on my BMX when I was 14 and never got on another bike. I still support people that want to clear traffic off the streets, reduce noise pollution, reduce their impact on the environment, live close to their workplace... And some of you backwater sludgespewers are complaining about parking. Why don't you live closer to work and walk or bike rather than telling anyone else to go back to Hermosa/Huntington... Why don't you go back to Bakersfield? This is Santa Barbara! These are the kinds of ideas that definitely belong in this city, although people will have their fusses about Planning Dept anywhere.

No, Goleta turned down the drive thru due to the bogus reason that it would add to traffic congestion. Never mind that mothers with children in car seats have to unbuckle their children and take them inside just to pick up meals on their way home. Such stupid and false reasoning. :(

Hopefully, this is the severe pruning they need to keep producing. I too was horrified years ago when they cut back the ones on Patterson, but they came back. A neighbor also did it and one of my ping pong friends says hers is coming back nicely after pruning. I don't have the heart with my old, large tree.

This means another sting trap on Calle real by the elks lodge. The decoy steps off the curb, pushes the yellow walk light catching drivers just entering the crosswalk and in short notice the two motorcycle cops pull over 2 cars every 10 minutes. The fines start at about $290.
