Why not just $2M for urgent repairs? Then $2M in a few years for the next round of urgent repairs? Or use the general fund reserves until you get down to the required 4%? This is just for one school.

Earthquake Advisory

2016-10-01 01:11 PM

We all know (or should know) that when it comes to The Big One, the question is not one of if, but of when. Take this as a simple reminder of that fact and be sure that you, your family, and your loved ones are prepared at all times; have sufficient water, food, medicine, etc. stored and that you have plans in place for when, where, and how to contact and/or rejoin with those same people in the event that the inevitable occurs and roads, services, and communications are heavily impacted or cut of altogether for a period of days, if not weeks. Don't be scared, be prepared.

Creature ID

2016-10-01 11:45 AM

Thank you very much everyone who helped me out on this. Later on that day, I discovered many leaves on the Sapote plant were eaten by the "Orange dogs" or "Orange puppies". In the heat they became very active, quickly engulfing the leaves, so I put gloves on to remove and relocate them. The first removal went well, however then in the middle of gently pulling off the second one, it let out an oder and extended two 1/2 inch long orange antenna, scaring the hell out of me. After the shock wore off, I put the gloves back on and gently pulled the others off with a long tool. And that's how it ended. Sorry to miss the Giant swallowtails.

Four Car Accident in Goleta

2016-10-01 11:23 AM

You know, I used to see stories about accidents like this and always thought to myself, "that could NEVER happen to ME, I'm focused, I pay attention when I'm driving, I don't DUI."

And then one day I was driving down the street with my 16 YO daughter sitting next me in my truck, we were just about to stop at the intersection of Cypress & 'H' in Lompoc, and I swear, a half a second later someone said "okay Robert, we're at the emergency room, it's time to get up."

I'd had a grand mal seizure and had been KOd for 20 minutes or a half an hour. Luckily for me, I must've had a premonition that something unusual was going to happen because my kid told me I put the truck in neutral before I seized, and didn't respond when she asked what the heck I was doing.

The Valley is extremely conservative. Look at all the Porter/Fareed signs. Porter is supported by big ag, big oil, and others like Peter Adam and COLAB who are more against paying taxes for educational funding and social services. Trump/Fareed/Porter sing the conservative Republican mantra of no taxes and support of charter schools, which take plenty of money to operate, hence stifling neighborhood school funding.

Why I am voting NO on SYHS Bond Mea...

2016-10-01 10:18 AM

I looked into SYUHSD's "financial crisis", and wasn't quite able to determine exactly what the problem is - the district is NOT underfunded in comparison to other districts in the county. The district's CAFR indicates money is already budgeted for maintenance & upkeep, so how could there be a health & safety issue due to neglect? I think the district would be better served by a talent search than piling on more debt. From the CAFR:

"Deferred Maintenance Fund The Deferred Maintenance Fund is used to account separately for State
apportionments and the District's contributions for deferred maintenance purposes..."

"The Special Reserve Fund for Capital Outlay Projects exists primarily to provide for the accumulation of General Fund monies for capital outlay purposes."

Water Quality

2016-10-01 09:51 AM

Part 2 - https://pubs.usgs.gov/ds/742/pdf/ds742.pdf

All constituents were sampled for at all 24 wells in the Santa Barbara study unit, and most detections had concentrations less than drinking-water benchmarks. In the grid-well samples, one detection of boron was greater than the CDPH notification level (NL-CA), and one detection of fluoride was greater than the CDPH maximum contaminant level (MCL-CA). The following constituents had concentrations in grid-well samples greater than their CDPH secondary maximum contaminant levels (SMCL-CA): 3 detections of iron, 7 detections of manganese, 4 detections of chloride, 8 detections of sulfate (1 of which was also greater than the SMCL-CA upper benchmark), and 17 detections of TDS (6 of which were also greater than the SMCL-CA upper benchmark).

In the understanding-well samples, one detection of barium was greater than the MCL-CA, one detection of boron was greater than the NL-CA, and one detection of strontium was greater than the USEPA lifetime health advisory level (HAL-US). Three detections of manganese were greater than the SMCL-CA. One detection of chloride was greater than the recommended and upper SMCL-CA, one detection of sulfate was greater than the SMCL-CA, and five detections of TDS were greater than the recommended SMCL-CA (one detection was also greater than the upper SMCL-CA).

Water Quality

2016-10-01 09:49 AM

Part 1 - https://pubs.usgs.gov/ds/742/pdf/ds742.pdf

Groundwater quality in the 48-square-mile Santa Barbara study unit was investigated by the U.S. Geological
Survey (USGS) from January to February 2011, as part of the California State Water Resources Control Board (SWRCB) Groundwater Ambient Monitoring and Assessment (GAMA) Program’s Priority Basin Project (PBP). The GAMA Program was created to provide a comprehensive baseline of groundwater quality in the State. The GAMA-PBP was created as a result of the Groundwater Quality Monitoring Act of 2001 (Sections 10780–10782.3 of the California Water Code, Assembly Bill 599) to assess and monitor the quality of groundwater. The GAMA-PBP is being conducted by the USGS in cooperation with the SWRCB and Lawrence Livermore National Laboratory (LLNL).

The GAMA Santa Barbara study was designed to provide a spatially unbiased assessment of untreated-groundwater quality within the primary aquifer system and to facilitate statistically consistent comparisons of untreated-groundwater quality throughout California. The primary aquifer system is defined as the depth intervals of the wells listed in the California Department of Public Health (CDPH) database for the Santa Barbara study unit. The quality of groundwater in shallow or deeper water-bearing zones may differ from that in the primary aquifer system; shallow groundwater may be more vulnerable to surficial contamination.

This study did not attempt to evaluate the quality of water delivered to consumers; after withdrawal from the ground, water typically is treated, disinfected, and blended with other waters to maintain acceptable water quality. Regulatory benchmarks apply to treated water that is served to the consumer, not to untreated groundwater. However, to provide some context for the results, concentrations of constituents measured in the untreated groundwater were compared with regulatory and non-regulatory health-based benchmarks established by the U.S. Environmental Protection Agency (USEPA) and CDPH and non-regulatory benchmarks established for aesthetic concerns by the CDPH.

I can't leave my house 15-20 minutes early. I'm going from appointment to appointment. I pay ALOT of attention while I'm driving, I'm focused, aware and courteous. Unfortunately, there are many drivers that aren't paying any attention to their driving or what's going on around them at all. That's why accidents occur. Not because people are in a hurry.

The in person ones are almost always run by ex law enforcement who confuses what the law says with what cops want from you. Years ago I did an in person one and had unpleasant encounters with the "teacher" who was just flat out bull headed. Go on line and get a program you can click through as fast as you can. The whole idea of "traffic school" is absurd and only serves to stop you from going to court to litigate questionable tickets and to bring in revenue for the courts and providers given by you out of fear of your insurance company.

Four Car Accident in Goleta

2016-10-01 09:01 AM

Oh so because they live up there means that they don't drive in the area. 5 car accident. 4 people taken to the hospital for minor injuries. It's not rocket science. You trolls snark both ways these days. One can sue their own insurance company AND others involved. Hospital for minor injuries=large ER bills and verification that they were "injured" and cha ching!

Why I am voting NO on SYHS Bond Mea...

2016-10-01 08:53 AM

The valley leans heavily Republican (and always has in the 41 years I have lived here) and that is the political party that discourages additional tax increases. So, do services suffer? You bet! So, until Republicans get more reasonable about tax increases, then I guess their children's education will have to suffer.

Why I am voting NO on SYHS Bond Mea...

2016-10-01 08:48 AM

The last City College Bond issue illuminated the school bond parade. Just like the ads appearing now on television for proposition 51. The ads describe what sound like catastrophic disrepair of schools to convince voters to pass yet another mega-million bond issue. Then they show pictures and video of tiny cosmetic defects that could be fixed by a janitor with a can of paint, and a can of spackel or asphalt patch. Praying on voters for more taxes using children and schools has worn out it's efficacy. In the past these "dire needs" alluded to turned out to be new swimming pools and other luxury items only "needed" by special interest groups at these various schools. The taxpayers have reached their limit and can no longer fund this largesse' under the guise of a "critical need for school children"!

As a nearby resident, I would welcome more Sheriff's Deputies at Rocky Nook Park as well. They busted people with drugs there a while back. Lately, there are vehicles parked there for long periods of time. I don't know if they are camping. I just know that the park is not inviting for the use of locals.

Truck Wraps Tree

If it was outside the womens' club and single-car, it likely was a loss-of-control crash for whatever reason: cell phone phollies; stroke or heart attack; passed a hot jogger or bikee; who knows? If two or more vehicles were involved, it probably involved someone unsafely pulling out into traffic from a driveway or intersecting side street, though speed on Mission Canyon Rd. very well could have been a contributing factor. Everyone, please: slow down and pay attention!

Years ago, when a court ruled that the homeless were people too and could vote, at least for President, I went as a residential mailbox, with the street address of the fig tree on the side and a US flag to raise for pick-up notification; had a sample ballot inside. Wore it sideways, with a cutout for my face. I painted it silver-grey, and looked a lot like a hammerhead shark.

Vehicle Rollover on Highway 166

Man! after becoming exposed ( through edhat and nooshawk social media mainly. ) to the daily carnage on our local roads  I am now double and triple checking my seatbelts and safty features and abiding by an enhanced new set of protocols for my passengers and myself when operating / piloting /driving a vulnerable yet deadly piece of machinery. I have adopted the safty rules laid out by the engine company engineer from Ventura when he spoke on behalf of the guys driving the H2o tanker to the Vandenberg Fires. # 1 EVERYBODY properly an safely buckled, strapped, harnessed , into seat. Doors locked. no distractions. follow all rules and watch out for everything and everyone. Be vigilant and responsive  in your traveling space. You own it.

Salud Carbajal had plenty of time in office to deal with SBCAS, and chose not to. He would pose for photo ops with Davey's Voice whenever the opportunity arose, but actually did nothing to improve our local shelters. For that reason, I will not vote for him as he seeks higher office.

It's sick that people who have already reaped the benefits think they shouldn't have to contribute to the next generation solely because they don't have school age children or children at all or because they're over 55. This exempts you from contributing to society why? (not speaking to you OP - your reasons are logical)

Why I am voting NO on SYHS Bond Mea...

2016-10-01 07:19 AM

Good schools and property values are seatmates on a jet - if one goes down, the other goes with. Currently, school bonds for Allan Hancock and College School (there is no SY High debt) are about 5% of the $10,000 annual tax bill on a million dollar SY home. A modest amount, really, to invest in the next generation plus protect your assets. I went to SYVUHS, the infrastructure is ancient, it needs all the help it can get.
